DESCRIPTION
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a USAID funded cooperative agreement led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.
As USAID’s flagship HIS and data project, CHISU Indonesia supports the Ministry of Health of Indonesia to strengthen governance and enabling environment, increase availability and interoperability of quality data and information systems, and increase demand and use of data and information to address health priorities, gaps, and challenges. CHISU has also expanded its support and technical assistance to three priority provinces: DKI Jakarta, East Java and South Sulawesi – working closely with the provincial health office (PHO) and selected districts to strengthen the health information system within the province.
To further support its technical assistance activities at subnational level, CHISU Indonesia is seeking a Regional HIS Specialist DKI Jakarta - Consultant to support the implementation of HIS strengthening and digital transformation activities in DKI Jakarta area, work with provincial and district stakeholders to align activities related to HIS leadership and governance, system deployment and interoperability, as well as data use with national and subnational policy and strategy.

Estimated Period of Performance (to be finalized prior to signing of consulting agreement): 4 months; 3 July 2023 - 31 October 2023
Estimated Level of Effort (to be finalized prior to signing of consulting agreement): 20 working days per month or 80 days total
Activity Manager: Reports to Senior Technical Advisor
Purpose and objectives of the consultancy:
● Provide technical assistance and mentorship to the DKI Jakarta Provincial Health Office and Districts in the implementation of the digital health transformation strategy at the regional level.
● Act as point of contact for all CHISU activities in DKI Jakarta, coordinating all subnational activities to ensure CHISU Indonesia goals, objectives and deliverables are met.
● Support governance efforts for the Digital Health Transformation and SatuSehat roll out at the subnational level including:
o Work with the Provincial Health Office (PHO) DKI Jakarta and other stakeholders to establish the strategic direction of the Provincial and District level information systems to ensure goals are achieved.
o Define, identify, secure, and coordinate internal and external resources and expertise, as appropriate, to support the Provincial and District levels in achieving the digital health transformation strategy.
o Specifically, support PHO DKI jakarta to coordinate the Health Information System Technical Working Group.
o Ensure compliance of PHO, DHO, and health facilities in DKI Jakarta in completing 2023 digital maturity index assessment (DMI).
● Support interoperability, integration and streamlining of MNH, TB and health financing information systems in line with SatuSehat roll out:
o Provide technical assistance for implementation of the MNH, TB, and health financing use cases for SatuSehat at the subnational level.
o Oversee the development and/or adaptation of standards-based training materials, technical guidelines or other guidance and job aids to assist in the implementation of the digital health transformation strategy at the subnational level.
o Serve as a bridge between the national level and subnational level, collaborating closely with CHISU Indonesia Technical Leads to support implementation of norms and standards such as SatuSehat and Satu Data Satu Dashboard.
o Assist the process of DKI Jakarta’s interoperability layer development, including bridging the communication between PHO, Diskominfo, DTO, and other relevant stakeholders, conducting routine coordination and progress review meetings.
● Support the PHO DKI Jakarta to improve analysis and use of data through the following areas:
o Support training and mentoring efforts to strengthen capacity of MNH, TB and Health Financing Program Managers to act using data.
o Support the development and implementation of MNH, TB and Health Financing data management SOPs for the district level.
o Support improvements of MNH, TB and Health Financing digital dashboards and decision support tools.
● Promote sustainable standards-based implementation of health information systems and use of digital tools at the subnational level.
● Collaborate with CHISU partners and other implementing partners in order to leverage resources towards successful digital transformation in the allocated region/province.
● Promote gender equity and ensure the application of gender considerations in program implementation.
Expected Deliverables:
1) Terms of reference, materials, and reports for all DKI Jakarta activities in accordance of July-October 2023 national and subnational work plan, including but not limited to: routine TWG meeting, DMI socialization and submission meeting for all health facilities in DKI Jakarta, workshop to monitor and identify DMI completeness at DHO and health facility level in DKI Jakarta, routine coordination meeting for the preparation of interoperability layer development in DKI Jakarta, workshop to review of data standardization for MNH and TB, data security and privacy socialization meeting, and DQA training, establishment/kick off meeting of Jakarta interoperability layer, mentoring and supervision of data use for MNH, TB, and other activities as requested by CHISU or PHO DKI Jakarta.
2) Drafted inputs for potential activities for the CHISU Indonesia’s 2024 work plan in PHO DKI Jakarta as per prescribed templates.
3) Weekly activity reports.
QUALIFICATIONS
● Bachelor’s degree or higher in one of the following disciplines: computer science, health informatics, software engineering, public health, or a related technical discipline or the equivalent combination of education, technical training, and/or work experience is required.
● Native/Fluent Bahasa and practical knowledge of English required.
● 6 years of relevant experience with HIS and/or digital health in Indonesia. Applicable system expertise is a plus.
Required Skills/Experience:
● Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team.
● Previous work with the Indonesia Ministry of Health and relevant directorates at national, provincial and district levels would be a distinct advantage.
● Project management experience is required. Experience in training, coaching, and mentoring is a plus.
● The ability to take initiative and work autonomously with limited direct supervision in the management of day-to-day activities is required.

● Demonstrated ability to prioritize and multitask is required.
