The Senior Officer is to support the implementation of the Project in Bali Province. Reporting to the Expert of Sustainable Mobility, s/he will analyze local policy, and provide technical inputs related to sustainable transportation and electric mobility necessary to deliver outputs of the Project.
PURPOSE
The primary role of the Senior Officer is to ensure the timely delivery and safeguarding the consistent quality of outputs and activities of the Project under the Green Growth Program Indonesia. The Senior Officer supports the Project team by providing technical inputs to outputs, leading the delivery of some of the key outputs, and ensuring process integrity in program operation and specific project/output delivery, fully meeting established institutional policies, standards and donor requirements across budget execution, procurement & HR processes implementation and other operational functions.
ENGAGEMENT
The Senior Officer will work as a part of GGGI’s Country Program and support the Expert of Sustainable Mobility in implementing the project on the ground. At the project site, s/he will work in close collaboration with the Bali Provincial Government and relevant city/district agencies, universities, and other local stakeholders
Specific tasks include:
- Build and maintain partnerships with regional government, development agencies, the private sector, and donors to ensure buy-in and support for effective implementation of transport and sustainable mobility project.
- Conduct review of regulatory landscape and institutional arrangement of EV implementation, review of relevant EV development roadmap, and provide technical input in the area of sustainable transport and/or EV to deliver Project outputs.
- Lead review of and provide technical input to the technical feasibility studies and electric bus pilot program design.
- Conduct on-site surveys for outputs leading to the piloting of electric buses and supporting infrastructures, and identify alternative technical specifications that conform to national regulations and standards on EV.
- Conduct Project monitoring and evaluation for mid-term and end-of-project review as necessary.
- Participate in the GGGI Communities of Practice to share knowledge concerning transport and sustainable mobility within GGGI to contribute towards the building of a knowledge sharing program.
DELIVERY
The E-Mobility Senior Officer will lead the delivery of some of the key project outputs while providing policy and technical support, especially from a technical/engineering perspective related to issues affecting the design of EV ecosystems, transport economics, and urban mobility planning.
Key milestone outputs include the following:
- Market and Policy/ regulatory assessment of investment needs, barriers, and opportunities
- EV & Charging Infrastructure Expansion Roadmap
- Integrated green transportation and EV ecosystem design for Bali
- Conduct a Technological, Environmental and Economic Feasibility Study
- E-bus pilot program design
- Implementation of E-Bus pilot project - Infrastructures for E-buses and charging stations designed and installed
- Options for encouraging investment and de-risking private sector investment are developed together with Government of Indonesia and the private sector
- A relevant GCF project or program is developed
- Capacity building and knowledge exchange program between key Government of Indonesia stakeholders and the private sector to support e-mobility is developed and delivered
- Monitoring and evaluation of project indicators in line with ODA requirements
QUALIFICATIONS
- Advanced degree in transport, urban planning, energy, economics or related field, with transportation engineering seen as an asset.
- At least 8 years of professional experience related to sustainable urban development issues.
- Experience in designing and implementing sustainable transport projects in Indonesia, in particular EVs, and deep understanding of its engineering aspects, is highly preferred. Understanding of its gender and social inclusion aspect in Indonesian context is seen as an asset.
- Experience in working with the government (national and subnational level) and non-government counterparts on a day-to-day basis in Indonesia is essential.
- Fluency in English and Bahasa Indonesia for reporting and presentations are essential.
- Willingness to relocate to Bali for the duration of the Project, with possible occasional travels to Jakarta.

GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies and projects that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive solutions designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.
With the support of the Government of the Republic of Korea (ROK), GGGI assists the Government of Indonesia (GoI), specifically the Bali Provincial Government, in transitioning to a more sustainable transportation through electric vehicle (EV) implementation. Bali Province (“the Province”) has a planning document, namely the Sustainable Urban Mobility Plan (SUMP) for the Sarbagita Metropolitan, that provides the comprehensive direction for a shift to a more sustainable transportation system. Additionally, a Regional Action Plan for EV implementation for the entire island is currently under development, covering the technical, institutional, and financial aspects of the transition.
In supporting the targets stated in these documents, GGGI is providing technical assistance to the Indonesian Government and the Government of Bali through the project “Piloting Electric Vehicle Systems and Developing a Green Transportation Investment Roadmap for Bali, Indonesia”. The Project is covers aspects of planning, investment mobilization, and capacity building to realize an inclusive EV system in the Province, which also includes piloting electric buses and supporting facilities. This project consists of three outcomes, including the implementation of a coherent and sustainable EV roadmap, increased investment opportunities and commitments to accelerate the use of EV, and strengthened human resource capacity and institutional framework involving public and private stakeholders. The project will last for five years (2023-2027) and GGGI is appointed as the project implementer under the direction of the Ministry of National Development Planning (Bappenas).
The main beneficiary of this Project will be the Bali Provincial Government which has the jurisdiction of the target area of the Project. At the national level, the Project will coordinate and collaborate with Bappenas and other technical Ministries, such as the Ministry of Transportation and Ministry of Energy and Mineral Resources.
