BACKGROUND
YPH is recruiting several key positions and team members for the implementation of the USAID project to support the Indonesia Ministry of health for Public Education and Communication to Tuberculosis Preventive Treatment (TPT) Acceleration (USAID PREVENT TB). This program will use evidence-based health communication program implemented to improve the coverage and outcome of TPT among eligible sub-population in six target provinces with the highest number of estimated TB latent cases (North Sumatera, Jakarta, Banten, West Java, East Java, and South Sulawesi).
The position is an important team member for USAID PREVENT TB. Under the supervision of the Chief of Party and in collaboration with the YPH Finance Director, s/he will have the following responsibilities:
- This position will ensure compliance with USAID regulations, grant specific requirements, financial reporting mechanisms, and Yayasan Project HOPE policies and procedures.
- Manage all subgrants and ensure compliance with subaward requirements and conditions.
- Ensure effective, transparent use of financial resources in compliance with Yayasan Project HOPE and donor policies and procedures.
- Develop and review program budgets including sub grantee budgets in accordance with donor requirements
- Maintain banking relations and plan and monitor cash flow requirements to ensure the smooth implementation of the program.
- Manage day-to-day financial operations of the program.
- Liaising with auditors to ensure annual monitoring.
- Improving Financial system and procedures.
- Ensuring systems are in place to regularly review financial performance across the Institution and that managers are supported to undertake budget monitoring as part of the financial control framework
- Managing personnel contracts and other related human resource matters
- Maintain a complete filing system of electronic and paper based financial records.
- Prepare, receive, or review all procurement requisitions from the program officer and program staff and collect all necessary information and documents before submitting them for approval.
- Work closely with the Finance Director of Yayasan Project HOPE to ensure all financial transactions and financial reports comply with organizational policies, donor rules and Accounting Standards
- Any other work assigned by the supervisor.
- Review financial documents and reports in accordance with USAID financial procedures.
- Preparing budgets as per annual work plan and donor requirements.
- Review allocated budget and track expenses as per donor requirement.
- Responsible for presenting financial progress, achievements and lessons learned to donors, partners, and other key stakeholders.
- Responsible for quarterly, half yearly, and annual financial reporting per donor and program requirements.
- Conduct due diligence review of the proposed sub recipients
- Complete contracting of sub grantees according to the terms of their scope of work and authorized budgets
- Responsible for financial monitoring of implementing partners and follow-up on issues and document resolutions including review of submitted invoices in accordance with cost principles
- Determine the sub recipient’s disbursement payment to YPH’s Finance Director.
- Provide technical support to build the capacity of local implementing partners to meet the requirements of USAID financial procedures.
- Lead role in ensuring USAID and Indonesia’s Government compliances along with tax clearances.
- A Bachelor’s degree is preferred in the field of economics, accounting, financial administration, or other relevant fields. Master’s degree is preferred.
- Experience more than 5 (five) years of project fiscal management and accounting management, human resource planning and management.
- Minimum 5 (five) years working experience working with non-government organizations, donor projects and/or development partners.
- Knowledge of USAID financial procedures, compliance, and reporting.
- Demonstrated knowledge and skills in financial planning and management.
- Excellent verbal, written, interpersonal, and presentation skills in English.
- Ability to coach, mentor and develop financial capacity of the staff.
- Ability to interact with donors, partners, and other key stakeholders, especially in the aspects of financial management.
- Computer proficiency should include Word, Excel, and other broad experience with software programs. Acquaintance in using accounting software like QuickBooks.
