Disability Inclusion Adviser

Program Background

Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a partnership between the Government of Indonesia and Government of Australia to support sustainable and inclusive economic growth through improved access to infrastructure for all people in Indonesia. KIAT works with government partners, multilateral development banks (MDBs) and civil society providing technical assistance to improve infrastructure policy, planning and delivery. KIAT also works with sub-national governments to improve the quality of infrastructure spending and planning.

Through its work with central and sub-national governments, KIAT is working towards 4 End-of-Facility Outcomes (EOFOs):

 

1.        Improved policies and regulations for infrastructure development

2.        High quality projects prepared for financing by GOI, MDBs or the private sector.

3.        High quality infrastructure delivery, management, and maintenance by GOI

4.        Infrastructure policies, design and delivery are more inclusive for women and people with disabilities.

 

The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); and Infrastructure Funding and Financing (IFF). KIAT is also expanding its infrastructure activities in the areas of climate change, urbanisation and private sector participation.

The Role

The Short-Term Disability Inclusion Adviser will support KIAT’s mainstreaming of disability in its work, including strategic alignment with KIAT’s GEDSI Strategy and policies/regulations relevant to KIAT’s infrastructure work. The adviser will provide disability inclusion advice to KIAT’s work sectors from activity design through to implementation and assist in determining opportunities to maximise the impact of KIAT’s approach to disability inclusion.

About You (Selection Criteria)

Essential

·       Postgraduate degree in social sciences, public policy/administration, public health, human resources, urban planning, development studies or related area

·       At least 10 years experience providing high quality technical assistance to programs in the delivery and management of development programs focused on disability inclusion. Experience working on disability prevention (e.g., occupational health and safety, road safety, etc) is an asset

·       Experience working in Indonesia and familiarity with Indonesias legal framework and its implementation progress related to disability inclusion  

·       Demonstrated analytical skills and ability to communicate complex and technical information to a diverse set of stakeholders

·       Excellent verbal and written communication skills. Proficient in English.

 

Desirable

  • Good knowledge and understanding of the infrastructure sector in Indonesia
  • Experience with occupational health and safety in the infrastructure sector

·       Familiarity with DFAT policies and procedures related to GEDSI

·       Fluency in Bahasa Indonesia.

Remuneration
Based on DFAT standard ARF rates (assessed as ARF classification B3). Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
