Background:
The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre of ASEAN, a regional inter-governmental organisation founded in 1967, to promote peace and stability, sustained economic growth, shared prosperity and social progress. It comprises the 10 countries of Southeast Asia.
The entry into force of the ASEAN Charter on 15 December 2008 had provided new impetus to ASEAN’s integration efforts by establishing a legal and institutional framework required to achieve the ASEAN Community by 2015. This includes the newly approved organisational structure of the ASEAN Secretariat that is aligned to the requirements of the Charter and the three Blueprints of the ASEAN Political-Security Community (APSC), the ASEAN Economic Community (AEC) and the ASEAN Socio-Cultural Community (ASCC). The ASEAN Secretariat is therefore well positioned to provide the necessary functions required to effectively support the community building process under the Charter and the Blueprints.
The Public Outreach and Civil Society Division (POCS) of the ASEAN Secretariat is responsible for the implementation of the ASEAN Secretariat’s media and communications strategies to effectively communicate the purposes and principles of ASEAN as well as the mission, vision and core principles of the ASEAN Secretariat to target audiences.
A Technical Assistant (TA) for Graphic Designer is a new portfolio for a staff that will provide creative artwork to publications, marketing collaterals, promotional materials and online interfaces to various external and internal communication tools of the Secretariat to the stakeholders such as the members of the media, the civil society, the academia and the general public.
Duties and Responsibilities:
1) Provide creative artwork to the publications, marketing collaterals or promotional materials and online interfaces to various forms of external and internal communications of the Secretariat;
2) Enhance the ability of various media and other relevant tools to act as an effective channel for communication and dissemination of information to the public about ASEAN activities;
3) Provide graphic and creative inputs to enhance the appeal of visual contents of the official ASEAN website and other new and social media platforms;
4) Organise old and new, hardcopy print and softcopy image files, photos of the Secretariat dating back to 1967, to be used in communication tools of the Secretariat;
5) Develop design ideas by gathering information from colleagues and other users and be proactive in presenting their ideas and designs to colleagues and other users;
6) Produce new ideas, using innovation to meet the constraints of cost and time;
7) Work on multiple design brief at a time;
8) Use a wide range of media, including photography and computer aided design;
9) Use basic computer software packages to create layouts and design elements;
10) Keep abreast of developments in IT, particularly design programs; and
11) Function as a co-photographer.
Requirements:
• Bachelor’s or preferably postgraduate degree in Graphic Design or other similar disciplines;
• Minimum 1-3 years’ experience in graphic design work, with proven track record highly attractive and effective outputs;
• Familiar with computer graphics and design software; as well as with various page layout, illustration and photograph editing software packages;
• Creative and able to communicate ideas visually;
• Possess good design skills that could promote effective marketing and communication;
• Open to new ideas and influences, and quick to react to changing trends;
• Self-discipline to start projects independently, to budget their time, and to meet deadlines and production schedules;
• Sensitive to accuracy and details;
• Able to work independently and under pressing deadlines.
General qualifications:
Computer literacy and proficiency in the use of Microsoft Office tools; ability to multi-task, work long and irregular hours, and perform tasks outside the usual job scope; and ability to function effectively, independently and as part of a team.
Remuneration and Benefits:
Successful candidate will be offered the post with a probation period of six months and monthly salary commensurate with his/her personal qualifications starting from IDR 3,500,000. There are other applicable benefits which include monthly transportation allowance, outpatient medical reimbursement, hospitalisation insurance, and an annual bonus of a month’s basic salary. Upon completion of the probationary period, the candidate will be confirmed on an initial up to three-year contract, inclusive of the six-month probationary period.
