THE ASEAN SECRETARIAT INVITES INDONESIAN CITIZENS OR ASEAN NATIONALS WITH PERMANENT RESIDENT STATUS IN INDONESIA TO APPLY FOR THE FOLLOWING VACANCY TECHNICAL OFFICER AIPA, ASEAN Foundation, AICHR and Other ASEAN Associated Entities Division
Background:
The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre of ASEAN, a regional inter-governmental organisation founded in 1967, to promote peace and stability, sustained economic growth, shared prosperity and social progress. It comprises the ten countries of Southeast Asia.
The entry into force of the ASEAN Charter on 15 December 2008 had provided new impetus to ASEAN’s integration efforts by establishing a legal and institutional framework required to achieve the ASEAN Community by 2015. This includes the newly approved organisational structure of the ASEAN Secretariat that is aligned to the requirements of the Charter and the three Blueprints of the ASEAN Political-Security Community (APSC), the ASEAN Economic Community (AEC), and the ASEAN Socio-Cultural Community (ASCC). The ASEAN Secretariat is therefore well positioned to provide the necessary functions required to effectively support the community building process under the Charter and the Blueprints.
Currently the ASEAN Secretariat is looking for a qualified candidate to fill the position of Technical Officer for the ASEAN Inter-Parliamentary Assembly (AIPA), ASEAN Foundation, the ASEAN Intergovernmental Commission on Human Rights (AICHR), & Other ASEAN Associated Entities Division, who will work under the Community Affairs Development Directorate, Community & Corporate Affairs Department.
Duties and Responsibilities:
1. Provide administrative assistance to the Secretariat’s engagement with the AIPA, ASEAN Foundation and Other ASEAN Associated Entities activities, where relevant.
• Monitor and update status of the ASEAN Secretariat’s engagement with the AIPA, ASEAN Foundation, AICHR, and other ASEAN Associated Entities.
• Provide regular updates concerning the ASEAN Secretariat’s engagement with the above bodies, in coordination with the relevant Desk Officers of the ASEAN Secretariat.
• Engage in the development of relations, rules, procedures, guidelines for the various entities.
• Support and contribute to the meetings of relevant ASEAN bodies by ensuring efficient and effective development and production of documents, such as meeting agenda, information and discussion papers, concept papers, project proposals and other materials as well as meeting reports as requested.
2. Provide technical and administrative assistance to the accreditation process of civil society organizations/entities associated to ASEAN.
• Evaluate, research and study of applications, drawing up modalities, checklist and engaging with CSOs and entities.
• Monitor the status of civil society organizations and entities that have been accredited to and have relationship with ASEAN, in regards to their existence and activities as highlighted in the accreditation process.
• Assist and liaise with contact points of external bodies in facilitating their application for accreditation to ASEAN to ensure compliance with prevailing procedures.
• Facilitate the engagement of ASEAN with entities associated with ASEAN.
3. Facilitate communication and cooperation among ASEAN Member States and other relevant stakeholders.
• Represent the ASEAN Secretariat and serve as a resource person when needed.
• Draft and summarize reports, prepare briefing notes/talking points, speeches, moderate discussions and deliver presentations.
• Support the Head of the Division in the work of the AICHR and the implementation of its work plans and activities.
• Any other matters as directed by the Division or Directorate.
Requirements:
• Bachelor degree in law, social sciences, development studies, international relations, economics or an appropriate related field or discipline with a minimum five (5) years relevant work experience in a technical role.
• Technical skills and knowledge in the relevant area or the demonstrated ability to quickly acquire them.
• Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
• Excellent oral and written communication skills, interpersonal skills, including experience in cross-cultural environment and international settings.
• Demonstrated ability to develop and maintain sound working relationships with stakeholders.
• Demonstrated commitment to collaborative work practices.
• Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
• Excellent command of English, written and spoken.
General qualifications:
Computer literacy and proficiency in the use of Microsoft Office tools; ability to multi-task, work long and irregular hours, and perform tasks outside the usual job scope; ability to function effectively, independently and as part of a team; and a willingness to travel frequently on short notice.
Remuneration and Benefits:
Successful candidate will be offered the post with a probation period of six months and monthly salary commensurate with his/her personal qualifications starting from IDR 5,000,000. There are other applicable benefits which include monthly transportation allowance, outpatient medical reimbursement, hospitalisation insurance, and an annual bonus of a month’s basic salary. Upon completion of the probationary period, the candidate will be confirmed on an initial up to three-year contract, inclusive of the six-month probationary period.
