THE ASEAN SECRETARIAT INVITES INDONESIAN CITIZENS OR ASEAN NATIONALS WITH PERMANENT RESIDENT STATUS IN INDONESIA TO APPLY FOR THE FOLLOWING VACANCY
TECHNICAL OFFICER TRANSPORT
Background:
The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre of ASEAN, a regional inter-governmental organisation founded in 1967, to promote peace and stability, sustained economic growth, shared prosperity and social progress. It comprises the ten countries of Southeast Asia.
The entry into force of the ASEAN Charter on 15 December 2008 had provided new impetus to ASEAN’s integration efforts by establishing a legal and institutional framework required to achieve the ASEAN Community by 2015. This includes the newly approved organisational structure of the ASEAN Secretariat that is aligned to the requirements of the Charter and the three Blueprints of the ASEAN Political-Security Community (APSC), the ASEAN Economic Community (AEC), and the ASEAN Socio-Cultural Community (ASCC). The ASEAN Secretariat is therefore well positioned to provide the necessary functions required to effectively support the community building process under the Charter and the Blueprints.
Currently the ASEAN Secretariat is looking for a qualified candidate to fill the position of Technical Officer Transport, who will work under the Infrastructure Division, ASEAN Economic Community Department. This Division manages ASEAN cooperation in transport integration and infrastructure development in the following areas: air transport, multi-modal transport, land transport and maritime transport.
Duties and Responsibilities:
1. Provide technical and administrative support to the ASEAN Bodies in charge of transport cooperation, i.e., ASEAN Transport Ministers Meeting, Senior Transport Officials Meeting and transport working groups:
a) Prepare background papers, reports and updates on transport cooperation for purposes of information, discussion and public dissemination.
b) Assist in the rapporteur works in the meetings.
c) Coordinate the follow up actions and decisions.
d) Coordinate in arranging schedules of meetings.
e) Develop/maintain database of ASEAN transport cooperation.
f) Develop/maintain transport statistical databases in the ASEAN.
2. Provide administrative support with respect to implementation of programmes and projects in the area of transport cooperation covering land, air and maritime transport as well as transport facilitation:
a) Assist in the formulation, appraisal and implementation of programmes/projects.
b) Maintain an information system on the overall status of projects.
c) Coordinate and monitor the implementation of projects of the ASEAN Senior Transport Officials Meeting (STOM) and its working groups.
3. Provide technical and administrative support in the implementation of programmes for transport cooperation:
a) Assist in maintaining the progress of implementation of the ASEAN Transport Strategic Plan (ATSP) and other relevant documents including the Master Plan on ASEAN Connectivity (MPAC) and Transit Transport Overall Work Plan.
b) Assist in updating the ASEAN Economic Community (AEC) scorecard for transport.
c) Coordinate with other Divisions in updating the progress of ATSP, MPAC and AEC scorecard.
d) Coordinate and facilitate the implementation of transport projects, programmes and activities with Member States and other internal Divisions of the Secretariat.
4. Provide technical and administrative support with respect to programmes and projects of transport cooperation with Dialogue Partners and international organizations:
a) Keep updates on the progress of the programmes and projects.
b) Assist in coordinating with Member States and Dialogue Partners on the development and implementation of projects.
Requirements:
• Bachelor degree in Transport Planning, Economics/Science or an appropriate related field or discipline that can support the work on international and regional transport cooperation
• Minimum five (5) years relevant work experience in technical role/area related to transport.
• Basic understanding of transport planning and cooperation.
• Demonstrated knowledge and policy, research and technical skills in the relevant area and ability to acquire them.
• Proven skills in problem solving in a complex organisational environment and in work planning.
• Demonstrated ability to develop, implement, monitor and review policy and procedures.
• Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
• Very good oral and written communication skills in English
• Strong interpersonal skills, including experience in cross cultural environment and international settings.
• Demonstrated ability to develop and maintain sound working relationships with stakeholders.
• Demonstrated commitment to collaborative work practices.
• Competency in computer skills with adequate knowledge of Microsoft Office and Outlook relevant to the position.
General qualifications:
Computer literacy and proficiency in the use of Microsoft Office tools; ability to multi-task, work long and irregular hours, and perform tasks outside the usual job scope; ability to function effectively, independently and as part of a team; and a willingness to travel frequently on short notice.
Remuneration and Benefits:
Successful candidate will be offered the post with a probation period of six months and monthly salary commensurate with his/her personal qualifications starting from IDR 5,000,000. There are other applicable benefits which include monthly transportation allowance, outpatient medical reimbursement, hospitalisation insurance, and an annual bonus of a month’s basic salary. Upon completion of the probationary period, the candidate will be confirmed on an initial up to three-year contract, inclusive of the six-month probationary period.
