THE ASEAN SECRETARIAT INVITES INDONESIAN CITIZENS OR ASEAN NATIONALS WITH PERMANENT RESIDENT STATUS IN INDONESIA TO APPLY FOR THE FOLLOWING VACANCY
TECHNICAL OFFICER INFORMATION AND COMMUNICATION TECHNOLOGY
Background:
The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre of ASEAN, a regional inter-governmental organisation founded in 1967, to promote peace and stability, sustained economic growth, shared prosperity and social progress. It comprises the ten countries of Southeast Asia.
The entry into force of the ASEAN Charter on 15 December 2008 had provided new impetus to ASEAN’s integration efforts by establishing a legal and institutional framework required to achieve the ASEAN Community by 2015. This includes the newly approved organisational structure of the ASEAN Secretariat that is aligned to the requirements of the Charter and the three Blueprints of the ASEAN Political-Security Community (APSC), the ASEAN Economic Community (AEC), and the ASEAN Socio-Cultural Community (ASCC). The ASEAN Secretariat is therefore well positioned to provide the necessary functions required to effectively support the community building process under the Charter and the Blueprints.
Currently the ASEAN Secretariat is looking for a qualified candidate to fill the position of Technical Officer Information and Communication Technology, who will work under the Infrastructure Division, ASEAN Economic Community Department. This Division manages ASEAN cooperation in the information and communication technologies (ICT), including development of policy and regulatory regimes. Key cooperation includes information infrastructure, reducing the digital divide within ASEAN, ICT applications for economic transformation, people empowerment and engagement, innovation and human capital development for ICT sector.
Duties and Responsibilities:
1. Provide technical and administrative support to the ASEAN Bodies in charge of ICT cooperation, i.e. ASEAN Telecommunications and IT Ministers Meeting (TELMIN), ASEAN Telecommunications and IT Senior Officials (TELSOM), ASEAN Telecommunication Regulators Council (ATRC) and the relevant working groups/ task forces:
a) Assist in the rapporteur works in the meetings.
b) Coordinate the follow up actions and decisions.
c) Coordinate in arranging schedules of meetings.
d) Develop/maintain database of ASEAN ICT cooperation.
e) Develop/maintain ICT statistical databases in the ASEAN.
f) Assist in preparing the background papers, reports and updates on ICT cooperation for purposes of information, discussion and public dissemination.
2. Provide administrative support with respect to implementation of programmes and projects in the area of ICT cooperation:
a) Assist in the formulation, appraisal and implementation of ICT programmes/projects.
b) Maintain an information system on the overall status of the programmes/projects.
c) Coordinate and monitor the implementation of these projects for reporting to TELSOM, ATRC and its working groups.
3. Provide technical and administrative support in the implementation of other cross-cutting ICT cooperation programmes and projects.
a) Assist in maintaining the progress of implementation of the ASEAN ICT Masterplan 2015 (AIM2015) and other relevant documents including the ICT measures in the Roadmap towards an ASEAN Community (2015), the ASEAN Economic Community Blueprint, and the Master Plan on ASEAN Connectivity (MPAC).
b) Assist in updating the ASEAN Economic Community (AEC) scorecard for ICT
c) Coordinate with other Divisions in updating the progress of AIM2015, AEC and MPAC and scorecard.
d) Coordinate and facilitate the implementation of ICT projects, programmes and activities with Member States and other Divisions of the Secretariat.
4. Provide technical and administrative support with respect to development and implementation of ICT cooperation programmes and projects with Dialogue Partners, the industry, and international organisations.
a) Keep updates on the progress of the programmes and projects.
b) Assist in coordinating with Member States and Dialogue Partners, the industry and international organisations on the development and implementation of projects.
5. Provide secretariat support to the ASEAN ICT Centre and assist in monitoring the activities of the ASEAN ICT Fund.
a) Provide secretariat support to the ASEAN ICT Centre on the progress of ASEAN ICT Fund’s supported programmes and projects.
b) Provide the updated status and activities of the ASEAN ICT Fund.
Requirements:
• Advanced university degree (preferable a masters degree) in telecommunication management, information technology, business information systems, e-commerce, economics, public policy or other related field. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.
• Minimum five (5) years relevant work experience in technical role/area related to ICT.
• Good knowledge on international ICT cooperation and development, especially relating to policy and regulatory issues to promote development and integration of regional information infrastructure systems, bridging the digital divide; ICT applications, and human capital development for ICT sector.
• Demonstrated knowledge and policy, research and technical skills in the relevant area and ability to acquire them.
• Basic understanding of ASEAN process.
• Proven skills in problem solving in a complex organisational environment and in work planning.
• Demonstrated ability to develop, implement, monitor and review policy and procedures.
• Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
• Very good oral and written communication skills in English
• Strong interpersonal skills, including experience in cross cultural environment and international settings.
• Demonstrated ability to develop and maintain sound working relationships with stakeholders.
• Demonstrated commitment to collaborative work practices.
• Competency in computer skills with adequate knowledge of Microsoft Office and Outlook relevant to the position.
General qualifications:
Computer literacy and proficiency in the use of Microsoft Office tools; ability to multi-task, work long and irregular hours, and perform tasks outside the usual job scope; ability to function effectively, independently and as part of a team; and a willingness to travel frequently on short notice.
Remuneration and Benefits:
Successful candidate will be offered the post with a probation period of six months and monthly salary commensurate with his/her personal qualifications starting from IDR 5,000,000. There are other applicable benefits which include monthly transportation allowance, outpatient medical reimbursement, hospitalisation insurance, and an annual bonus of a month’s basic salary. Upon completion of the probationary period, the candidate will be confirmed on an initial up to three-year contract, inclusive of the six-month probationary period.
