Monitoring and Evaluation Expertise in Cambodia

The HIV/AIDS Coordinating Committee (HACC) is a network of 120 local and international civil society organizations (CSO) working on HIV/AIDS and related social health issues in Cambodia. Established in 1993 as a forum to enhance information and experience sharing, HACC has over 17 years coordination, information sharing, advocacy and awareness raising experience. A representative and voice for members at national technical working groups, as well as policy and strategy forums, HACC has played a key role in ensuring a coordinated, effective and sustainable national response to HIV and AIDS.

HACC is currently seeking applications from qualified individuals with solid Monitoring and Evaluation (M&E) expertise and experience working on HIV and AIDS areas and the Global Fund. The assignment will be carried out in the framework of Global Fund Round 9 sub-component focusing on the strengthening of civil society organizations in response to the national
HIV/AIDS M&E system.

Duties and Responsibilities:
- Design and conduct trainings, build M&E capacity of NGOs and CSOs in workshops, meetings and on the job.
- Develop and initiate the facilitation of sharing, analyzing and interpreting of data among NGOs/CSOs and with Government and other partners
- Assist in the organizations and facilitation the reviews of progress and results and help ensure active participation of civil society in national and international reviews.
- Assist in designing, implementing, disseminating and using the operational research and special studies
- Assist in identifying data gaps and promote data quality improvements including data auditing and supervision among NGOs/CSOs.
- Assist in the collation, analysis and synthesis of data to inform policy and program development on various HIV-related issues including on civil society responses.
- Assist in the preparation of reports, technical publications, advocacy and web materials.
- Assist in planning, budgeting, reporting and managing tasks, fund-raising and advocacy functions.

Minimum Qualifications and Experience:
- Graduate degree in public health, social sciences, development studies or other related field
- At least 8 years professional experience with 4 years experience in the development, design and implementation of M&E systems and research in developing countries
- Demonstrated experience and skills in the areas of M&E and research and in the development, design and implementation of M&E systems
- Experience of working with Global Fund and on various related matters
- Proven knowledge and skills in collecting, analyzing and interpreting data from multiple sources to produce reports, publications, advocacy and training materials targeted at different audiences.
- Experience and proven skills in training and developing training curriculum
- Excellent interpersonal, communication and mentoring skills
- Excellent oral/written proficiency in English: proficiency in Khmer is an asset
- Advanced proficiency with Word, Power Point and Spreadsheet applications
- Proven ability to work in developing countries and different cultural settings.

Duration of contract:
One year contract with possible extension of 24 months
