Seeking Climate Change Evaluation Specialists

Social Impact (SI) is an international development management consulting firm based in the Washington, D.C. area. We provide a full range of innovative management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies. We provide services globally in the areas of democracy and governance, health and education, the environment, and economic growth.

SI is seeking senior and mid-level M&E experts with demonstrated knowledge and expertise in global climate change-related programs for an anticipated USAID funded task order. The scope of project comprises developing a USAID evaluation agenda for climate change programs, by laying a foundation of sound evaluation designs, baseline data, and performance monitoring, and conducting an initial set of evaluations.

The anticipated period of performance is three years.

Background

USAID's Climate Change Program

USAID seeks to help countries accelerate their transition to climate-resilient, low emissions development through investments in clean energy and sustainable landscape management, through programs that increase capacity for people and places to adapt to the effects of climate change, and through integration of climate change throughout the Agency's programming.

The goal of USAID's climate change program is to enable countries to accelerate their transition to climate-resilient, low emission sustainable economic development. To accomplish this, USAID is pursuing three objectives:
· Accelerate the transition to low emission development through investments in clean energy and sustainable landscapes
· Increase resilience of people, places, and livelihoods through investments in adaptation
· Strengthen development outcomes by integrating climate change in Agency programming, learning, policy dialogues and operations

Job Description

To support evaluation of USAID climate change programming, senior-level evaluation specialist will perform the following tasks:
· Review logic of Agency's Global Climate Change results framework and associated indicators;
· Develop an evaluation plan that identifies key evaluation questions and research designs for answering them
· Assist missions with performance monitoring, incorporating baseline data collection critical to performance and impact evaluations that will be conducted at a later date
· Conduct evaluations on the impact of past programs, beta evaluations and mid-term program evaluations to inform future GCC evaluations and programming

Preferred Qualifications:

· Substantial knowledge and experience in evaluations of climate change-related programs such as energy sector reform, sustainable landscape management, disaster risk reduction, adaptive management, governance, clean energy, and natural resources management etc.
· Master's degree and/or Ph.D. in relevant subject areas
· A minimum of 10 years of working experience in related fields
· Demonstrated expertise in research design, e.g., sampling and statistical data analysis
· Familiarity with theory-based evaluation and with challenges of designing impact evaluations in a development context
· Demonstrated leadership capability in managing diverse teams
