Invitation for EOI Baseline Study for AIPD

The Australia Indonesia Partnership for Decentralisation (AIPD) is a five-year program providing technical assistance and capacity building support to local governments and civil society to better manage public resources, leading to improved service delivery and reduced poverty. Australian Indonesia Partnership for Decentralisation (AIPD) is seeking an individual researcher or a group of researchers or a research institution interested in providing services to conduct a baseline study.

The selected individual/group of individuals/ institution be expected to conduct a baseline study for the AIPD program at the impact level (ie. Service delivery). This study will focus on determining the current conditions of public service provision and relevant development outcomes in AIPD target areas.

Criteria

- Researcher(s) could be individuals, group of individuals or Research Institutions.
- Researchers (or group of researchers, including those proposed by research Institutions) must have relevant graduate or post-graduate qualifications and research background.
- Extensive experience in conducting social research both quantitative and qualitative methodologies.
- Experience in collaborating or receiving Research Grants from International Donors (Universities, Foundations or Governments).
- Have a portfolio of research experience on the areas of public finance management, local government performance, or public sector evaluations.**

Selection Process

There will be three steps of selection process:

1. Submission of Expressions of Interest*: Interested individuals/institutions are invited to submit an Expression of Interest (EOI) based on the requirements.

2. Shortlisting candidates and submission of fully costed proposals:
Up to *three* candidates (individual, group of individuals, or institutions) will be shortlisted and invited to submit fully costed proposals to undertake the study. At notification of shortlisting a Terms of Reference for the proposal will be provided to the shortlisted. It is anticipated that a fully costed proposal will then be submitted to AIPD within 21 days for assessment candidates**

3. Technical Panel Presentation* – the shortlisted candidates will then be invited to make presentation. The technical panel will recommend a candidate to AIPD.
