Technical Program Officer (TPO) Livelihood

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit.

CARE Indonesia in Palangkaraya, Central Kalimantan is currently recruiting the following position:

JOB TITLE : Technical Program Officer (TPO) Livelihood
DEPARTMENT/PROJECT :Program/KFCP
REPORTS TO : COMMUNITY ENGAGEMENT SPECIALIST


JOB SUMMARY:

KFCP livelihood program aims at increasing farmer’s skills and know-how in innovative production techniques and product processing/marketing while reducing GHG emission. Important components of the program focus on promoting of improved practices in rubber farming, and non-timber forest production that will impact directly to the community’s income. The Technical Program Officer Livelihood will provide important technical support to the KFCP, include: (1) designing and conducting livelihood trainings and workshops for field-based staff and practitioners, (2) set-up, monitor and evaluate proper methodologies and guidelines of implementation to ensure the livelihoods development are in line with the key principles and standard of KFCP, (3) mentoring and monitoring field operations, and (4) manage and conduct additional desk and field research and assessments, as needed, to further develop and refine program guidance and collect further data.

He/She will also provide technical, administrative and program development support to the other project under CARE International Indonesia in Central Kalimantan, as needed. The Technical Program Officer Livelihood will work with the Community Engagement Specialist and report CARE Program Manager to ensure continued staffing, quality, and staff development of the Community Engagement Team.

He/She will be based in Kapuas

RESPONSIBILITIES
AND TASKS:

Village Engagement
a. Work with Community Engagement Specialist and CARE Program Manager to set-up, monitor and evaluate proper methodologies and guidelines of implementation to ensure the livelihoods development are in line with the key principles and standard of KFCP.
b. Work with Community Engagement Specialist and CARE Program Manager to design and conduct livelihood trainings and workshops for field-based staff and practitioners.
c. Assist Community Engagement Specialist and CARE Program Manager to manage and conduct additional desk and field research and assessments, as needed, to further develop and refine program guidance and collect further data.
d. Ensure lessons learned are incorporated into the implementation methodologies and guidelines, particularly in livelihood development.

Coordinating KFCP Specialist
a. Monitor and support the coordination, design and facilitation of integrated livelihood development with fire prevention and awareness, canal blocking, peatland forest restoration and protection, and reforestation of degraded areas, and behavior modification incentives.
b. Assist Community Engagement Specialist and CARE Program Manager to ensure the strong linkage between government and communities in all KFCP activities.

Government Relations
a. Assist Community Engagement Specialist to coordinate CARE International Indonesia and KFCP initiatives with sub-district and district governments, and NGO’s operating within project location.
b. Work with Community Engagement Specialist to advocate and consult (develop and implement capacity building interventions as requested) with District Government, particularly BAPPEDA, for the adoption/support of community lead planning process and REDD activities.
c. Ensure the strong linkage between government and communities in all KFCP activities.

M&E and Administration
a. Assist Community Engagement Specialist to prepare project-based reports to KFCP Coordinator on a regular basis.
b. Mentoring and monitoring field operations.
c. Perform additional assignments that will contribute to the basic function as required.

QUALIFICATIONS:

Work experience:
a. Experience in the development, implementation, and evaluation of a community-based project.
b. Experience with management of development (experience with sustainable livelihoods, agriculture, marketing of commodities, income generation or micro- and small businesses preferred)
c. Proven ability to develop and maintain effective and frequent communication which is critical for keeping the project moving, identifying potential problems, soliciting suggestions to improve project performance.

Computer and language skills:
a. Fully computer literate.
b. English spoken and written is desirable.
c. Dayak (Ngaju) and Banjar spoken is desirable.

Desirable Qualifications and Competencies (including interpersonal skills)
a. Familiar with CARE system is highly desirable.
b. Degree in forestry, agriculture or experience with rural marketing preferred.
c. Strong leadership ability.
d. Good communication skills.
e. Good interpersonal skills.
f. Willing to live and work in a remote location.

WORKING CONDITIONS:

Area Project : 90% ; Travel : 10 %
