Diocesan Accompaniment Officer.

KARINA (Caritas Indonesia) is the humanitarian arm of the Bishops’ Conference of Indonesia based in East Jakarta and is officially considered as a member of the Caritas Internationalist confederation. Established in mid-2006, Karina completed its first strategic planning in early 2008. One of the results of the strategic planning is the identification of 3 (three) main Divisions: Programs Division, Support Division and Total Quality Management Division. KARINA acts as a coordinating and facilitating body for all the 37 Dioceses incorporated under the Bishops’ Conference of Indonesia.

KARINA (Caritas Indonesia) is at national level is based in Jakarta. Therefore a network of Diocesan/local Caritas is fully functioning. CARITAS INDONESIA with Diocesan Accompaniment initiative is working in order to strengthen Diocesan Caritas Basic Identity, to strengthen Diocesan Caritas Basic structure, to accompany Diocesan Caritas in pursuing locally defined objectives based on a better knowledge of the territory. The final aim is to provide better services to the poorest of the poor at local/diocesan level These are the 3 dimensions of Caritas (Identity/Values, Structure, Context Analysis)

KARINA (Caritas Indonesia) Diocesan Accompaniment initiative is one of the components of the logical framework Caritas Indonesia's that aims to "develop and strengthen Caritas Indonesia as a socio-pastoralbody of the BCI (Bishops’ Conferences of Indonesia) that isable to work in a professional, sustainable, accountable way, together with the network services of Caritas and develop a commitment toservedwho are poorest of the poor".

DETAILS OF ROLES AND RESPONSIBILITIES

KEY REPONSIBILITIES

The processdevelopedin theDiocesanAccompanimentinitiativeis basedona holistic approachandcomprehensiveperspective. The main actors of this processare the Diocesan Caritas which will be helped to develop itself on the 3dimensions of Caritas (identity, structureandcontext). 8 diocesan Caritas are involved in this process.

Diocesan Accompaniment is more a process, than a project.
For this reason Diocesan Accompaniment is flexible (Taylor-made approach), but lso systematic and coherent; it is a long term partnership with the diocesan Caritas, but also helps to give future and sustainability to the local Caritas. Karina (Caritas Indonesia) is the leading partner in this accompaniment, but this process is a real team work where both of the parties have responsibility, rights and duties. It’s working together and fair partnership.

The general aim is
* To help a progressive definition and improvement of Diocesan Caritas identity by understanding “why, what, for whom and how” Caritas is there;
* To help the Diocesan Caritas to become a structure well managed, independent, professional, transparent and accountable;
* To help the diocesan Caritas to have a solid knowledge of the territory where they work and create a network with other local actors in the social field.
Providing services to the most vulnerable and to the poorest of the poor of the context in which each Diocesan Caritas works is an outcomes of this Diocesan Accompaniment process. In fact after a pilot service/project will be written and implemented by the Diocesan Caritas trough the Diocesan Accompaniment iniziative Fund.

- Diocesan AccompanimentOfficeris responsible, together with the Diocesan Accompanitor coordinator, in managing the relationship with DiocesanCaritas involved in Diocesan Accompaniment.
- Diocesan AccompanimentOfficer, together with the Diocesan Accompanitor coordinator, isresponsiblefor studying, understanding, enhancing anddevelopingthe Diocesan Accompaniment process based on the experience and lesson learnt that every 6 months will be incorporated.
- Diocesan Accompaniment officer has the willing to sit together with the local/diocesan Caritas colleague, to work together in all the phases of the process and walk together with them with a full respect and understanding of the local/diocesan Caritas needs, timing and independency.


DUTIES AND RESPONSIBILITIES
1. Responsible to develop the Three Dimension analysis (Identity, Structure and Context) trough actionplan with the Diocesan Caritas involved in the process;
2. help in writing, updating, enhancing the general understanding of the process with the incorporation of the lesson learnt;
3. Conduct periodic visits to Diocesan Caritas;
4. Working via e-mail, telephone, internet sessions and with other communication devices in assisting and facilitating the accompaniment of the DiocesanCaritasstaff;
5. Support in creation Diocesan Caritas in order to develop the basic structureand promote the development of a commitmet Voluntaris solidarity to serve the poorest of the poor;
6. Accompany Diocesan Caritas based on Diocesan Accompaniment scheme through “Taylor Made Approach”;
7. Facilitate the process of developing the knowledge, skills for each Diocesan Caritas based on the needs (such profiling, assessment, proposal writing and ect);
8. Conducting monitoring of Diocesan Accompaniment pilot services running by Diocesan Caritas;
9. Provide support, feedback and suggestion to Diocesan Caritas to carrying out Diocesan Accompaniment process;
10. Undertakingmonitoring, evaluation and reporting of Diocesan Caritas activities.


COORDINATION

11. Building a good relationship and maintain regular coordination with DiocesanCaritas structure such Director, Staff also Dioceses hierarchi(the Bishop, Vicariat General, ect);
12. Coordinate, information sharing, updates and meet periodically within Diocesan Accompaniment Team and other units within Karina (Caritas Indonesia);
13. Developing good relationship with representatives of the Donors.


REPORTING
14. Provide feedback and review monthly report and quarterly report from Diocesan Caritas
15. Provide progress report on monthly basis of Diocesan Caritas activities/process and quarterly report and submitte to Diocesan Accompaniment Coordinator;
16. Provide field visit report and submitte to Diocesan Accompaniment Coordinator


OTHERS
17. Conducted other office duties and obligations in accordance with the general duties and responsibilities of workers in KARINA (Caritas Indonesia).
18. Undertakeany other tasks given by the his/her supervisor and Executive Director of KARINA (Caritas Indonesia).

1. Deus Caritas Est, especially second part, about organized charity action.
2. Based on KARINA and Caritas Internationalist guiding values and principles.
3. Working in a team, internally with program staffs ad working team from other institution.
4. Good planning and good implementation.
5. Participatory and communicative.
6. Efficient, accurate and supportive.
7. No corruption, accountable and responsible.
8. Transparent (have to appropriate with what had been spent and had been accepted, also show supportive evidence).
9. Write Back to Office Report (to be circulated internally by Communication Officer) after attending meetings/conferences/workshops/trainings/events/site visits to project location with project partners and/or donors.

Qualification
1. General knowledge about the structure of the Catholic Church Hierarkhi and the environment
2. Knowledge of the Chatholic Social Teaching (Deus Caritas Est, Caritas in Veritate and othersdocuments);
3. Ability to work and good communicate withTheHierakhiofCatholic Church, like the Bishop, VicariatGeneral and the Diocesan Caritas
4. Ability to adapt and sensitivity to capture local potential that can be developed.
5. Willingness and ability to apply the values and principles of Caritasin each line of DiocesanCaritasAccompanimentactivities;
6. Knowledge and basic skills regarding to the code of conduct/ethics/standards of basic humanitarian work (such as: humanitarian law, the standard sphere, Inne standards, Do No Harm Principles ect)
7. Knowledge and basic skills to conduct assessment and social analysis
8. Knowledge and ability to develop organizationmanagement (organizationaland Community Development)
9. Knowledge and ability to develop project management (Programme Cycle Management) thatcontextualized into situation and local conditions,as well asproposal writingtechniques.
10. Knowledge and general ability of cross-cutting issues (gender, disabilities, environment, local culture and sustainability)
11. Knowledge and ability to develop a synergistic network of humanitarian work and sustainabilities.
12. Knowledge and basic skills of administration, finance and reporting.
13. Willingness to travel extensively, live and help those who are poorest of the poor by taking primacy to the principle of professional services (as necessary);

Additional Qualifications
1. Bachelor degree (S1) with at least 5 years work experience
2. Committed to the vision, mission and basic values-principles of Caritas.
3. Willing to accept and carry out all the rule/manuals/Code of Ethics that applies byCARITAS INDONESIA.
4. Anti-discrimination, anti-violence, Open personality and able to cooperate/ positive -synergistic, constructive and mature in teams and in independent work.
5. Able to show respect for local culture, diversity and the ability to adapt in a healthy manner.
6. Demonstrate openness to change and ability to manage complexity.
7. The ability to create self-employment plan, manage conflicting priorities and work under pressure of tight deadlines and conflicting.
8. Ability to work without direct supervision.
9. Demonstrated ability to communicate in both oral and written, interpersonal and public relations skills.
10. Knowledge and ability to read and write analytical reports in Englishas wellIndonesian.
11. Highly appreciated if any ability to communicate with the local language.
