UKCCU Consultancy: Strategic Communication and Knowledge Management

Terms of Reference: Strengthening the Capacity of the Ministerial Assistance Team for Climate Change, Ministry of Finance, for Strategic Communication and Knowledge management
Objective
1.The purpose of this consultancy is to support the Ministerial Assistance Team for Climate Change (MATCC) in: (i) fulfilling its mandate for coordinating climate change and low carbon policies; (ii) communicating more strategically and effectively with a wide range of national and international stakeholders; and (iii) implementing the Low-carbon Strategy (LCS) Project.
Background
2.This consultancy will be supported by the LCS Project - a collaboration between the Ministry of Finance (MoF) and the UK Climate Change Unit (UKCCU). The project aims to support MoF in the development of an integrated low-carbon growth strategy. This strategy will consist of a set of policies plus supporting financing structures and mechanisms to scale investment in low-carbon growth, foster coherence on low-carbon development across government, promote a development focus and, eventually, enable Indonesians to achieve their climate change and development goals. MATCC and the Indonesia Investment Agency (IIA) are implementing the project on MoF’s behalf.
Rationale
3.Climate change and low-carbon development are complex themes that span across many sectors of the economy. The ability to process the continual stream of dense information on these subjects while reducing its complexity and communicating its content in a strategic and effective manner is deemed crucial for policy development and coordination. MATCC’s current capacity for knowledge management and strategic communication, in particular, the production of high-end multi-lingual information material, is limited, which constrains the team’s ability to fulfil its mandate and implement the LCS Project.
Deliverables
4.The key deliverable of this consultancy is an adequate capacity for knowledge management and strategic communication at MATCC, which will be demonstrated by the production of high-quality internal policy briefings and external information material.
Activities
5.Activities to be undertaken by the Consultant include, but are not limited to:

a) knowledge management
§ Conducting desk research on specific issues related to climate change and low carbon development and compiling the results of such research in concise bi-lingual briefing notes;
§ Assisting in the preparation of policy briefing notes and other information material for both internal and external dissemination;
§ Assisting in reviewing research studies and project reports and in extracting relevant conclusions and lessons from such documents;
b) strategic communication
* Assisting in the preparation and translation of MATCC’s communication material and in actual day-to-day communications between MATCC, the LCS Project and their national and international partners;
* Assisting in the preparation and translation of speeches, presentations and media releases;
* Assisting in the facilitation of meetings, workshops, seminars etc.;
c) other tasks
* Assisting in the preparation of MATCC’s annual reports;
* Assisting in the preparation of terms of reference and other LCS project documents;
* Assisting in the keeping of minutes of meetings and other records; and
* Undertaking other assignments related to communications and knowledge management, as assigned by the management of MATCC and the LCS Project.
Management arrangements
6.The Consultant will be posted into the office of MATCC at the Ministry of Finance. MATCC will provide a desk and the required equipment (eg, computer and printer). The Consultant will report to the Head of MATCC and the LCS Project Manager, and liaise closely with the Project Coordinator.

7.MATCC’s Executives, the Project Manager and the Project Coordinator will specify and review deliverables on a monthly basis and provide feedback to ensure that the Consultant’s activities and outputs are well aligned with the project’s objectives and workflow. Payments will be made on the satisfactory delivery of the specified monthly outputs.
Timing
8.The consultancy will commence in December 2011 and end in 31 March 2012 (with a possibility of extension).
Qualifications
9.The Consultant should demonstrate a high-level of expertise and sufficient experience in two mandatory areas, namely:

· Excellent writing skills in both Bahasa Indonesia and English, and
· The ability to understand, process, simplify and compile complex and dense information into concise briefing notes.

10.A demonstration of the following skills is not mandatory but will be considered as an advantage in the recruitment process:

· An academic degree in a relevant subject (eg, natural science, law, business, finance, economics);
· An understanding of key issues related to climate change and low carbon development
· Working experience in the field of communications and knowledge management;
· Working experience in the media industry;
· Working experience in the international aid industry;
· Social competence; and
· An ability to work well within multidisciplinary teams.
