INVITATION FOR PROPOSAL SUBMISSION
GRAIN STORAGE TO REDUCE MAIZE HARVEST LOSS IN AIPD TARGET AREAS IN NTT
The Australia Indonesia Partnership for Decentralisation (AIDP) is a five-year program aims to providing technical assistance and capacity building support to local governments and civil society to better manage public resources, leading to improved service delivery and reduced poverty. AIPD program consists of three components to support both `supply' (national, provincial and district government) and `demand' (civil society) side stakeholders, as well as knowledge management, by providing assistance and capacity building based on demand from local partners, and utilising local expertise and institutions.
Agriculture sector contributes 40% of the Province of Nusa Tenggara Timur's (NTT) gross domestic product and employs 68% of the workforce. However, frequent food shortages are still experienced in this area. Farmers experience maize grain, as a staple food of the majority of the population, losses between 20 to 50% during storage due to weevil attacks. Therefore, assistance is needed to help farmers to reduce maize post-harvest loss.
Australian Indonesia Partnership for Decentralisation (AIPD) is seeking proposal from organisations (International, National or Local) which interested in providing services for assisting farmers to reduce grain storage loss in AIPD Target Areas in NTT. It is expected that the program intervention will reduce vulnerability of resource-poor rural maize farmers/ producers in NTT through the implementation of a sustainable long term program which provides affordable and effective on-farm storage technology to enhance household's food security.
Criteria
• Previous experience delivering a similar program (distribution and utilisation of maize storage containers)
• Excellent capacity to work close partnership with rural communities, local governments, local CSOs and corporation
• Extensive experience in managing resources (technical & personnel) to undertake and implement the project and report achievement within allocated timeframe
• Has strong understanding of the gendered socio-economic conditions of subsistence farmers in Eastern Indonesia particularly in East Nusa Tenggara Province
• Proven experience providing technical capacity building for post-harvest technology
• Proposed team member must have an extensive and hands-on relevant experiences
Selection Process
1. Submission of proposals: Interested organisations (International, National or Local) are invited to submit a proposal based on the requirements indicated in Request for Proposal Documents (RFP).

2. Selection of the preferred bidders: AIPD will assess all the proposals, nominate and enter into contract negotiation with the preferred tenderer.
Closing date for the submission of the proposal is 19 December 2011 at 17.00 WITA. Any proposal submitted without compliance to RFP documents will not be considered.
