Request for Expressions of Interest

1.     Background

a.   AMARTA II Project
AMARTA II Project is part of the United States-Indonesian Comprehensive Partnership.  AMARTA II partners with Indonesian government and the private sector to enhance Indonesia’s food security. This project will focus on upgrading and adding value to targeted high-value commodities (cocoa, coffee and horticulture), and expanding rural access to credit in those value chains. The AMARTA II program will seek to further expand the range of activities and cooperation between the United States and Indonesia in agriculture and food security.

High-value agriculture products have real potential to drive growth, employment and incomes.  However, in Indonesia, the full potential is far from realized due to lack of investment, inadequate infrastructure and underdeveloped agribusiness practices. AMARTA II is USAID’s response to overcoming these challenges in four key provinces: West Java (horticulture), North Sumatera (horticulture and Arabica coffee), South Sulawesi and West Sulawesi (cocoa).

b.   AMARTA II Strategic Objectives

AMARTA II’s overall goal is to Increase the competitiveness and profitability of the horticulture, coffee and cocoa value chains. The Project’s activities and expected results go towards realizing two Strategic Objectives (SOs):

Strategic Objective 1: The relevant actors benefit from strengthened value chains
Strategic Objective2: Value chains have increased access to financing, especially at the farmer level

c.    Baseline Study Purpose

The purpose of the Baseline Study is to establish baseline values of key impact indicators of the project.  This will allow AMARTA II Project management to establish feasible targets for the project.  Also, information gathered and analyzed through the Baseline Study shall contribute to AMARTA II’s understanding of key causal relationships affecting farmers in the target value chains.


Main areas of interest for AMARTA II are:

·      Determine the baseline values of key impact level indicators:  on-farm productivity and yields and rural household incomes (agricultural and non-agricultural sources), farm household access to finance, farm household access to market, and farm household access to information and technology.
·      Determine baseline values for key outcome indicators that measure the current: agricultural practices applied on the farm, level of farmer knowledge about the market for their produce, their sources and perceived usefulness of information regarding their farming practices, and means and practices to access and manage business and household finances.
·      Identify levels of food insecurity of the target households using national level indexes for determining households at risk of food insecurity.
·      Provide data and analysis to help determine the causal relationships between current on-farm production practices and yields and incomes.

2.     Baseline Data Collection Methodology

To fulfill the purpose as previously described, the study design will be composed of a mixture of quantitative and qualitative methodologies.  For quantitative methodologies, a quantitative household survey and on-farm data observation and yield estimations will be used.  For qualitative data, the methodologies to be used will include focus group discussions (FGDs) and key informant interview. Where quantitative methodologies are applied, the sample must be designed to generalize the results to the target population. Qualitative studies should be carried out in a subset of village sampled for quantitative survey.

The quantitative household survey will be administered via a mobile device application using Android operating system.  The quantitative survey questionnaire itself will need to be designed and formatted for such mobile devices.  Data collection will use a web-based, freely accessible software domain as a data collection technique to conduct surveys.  The consultant will work with the Amarta II Monitoring and Evaluation (M&E) Team and the Mobile Application Service (MAS) provider to design and format the survey to be used on a mobile application.

3.     Required Services for Data Collection and Analysis

AMARTA II is seeking a firm to perform the following services as part of the Baseline Study.  The firm will:

·         Review the relevant documents and secondary data sources
·         Develop an overall Baseline Study Plan (detailed methodology, sampling, data collection logistics, timeline & budget, data quality control/supervision, etc). The Baseline Study Plan must be approved by AMARTA II before enumerators training and data collection take place.
·         Design a quantitative survey questionnaires that are tailored made for each of the AMARTA II targeted value chains: cocoa, coffee, and horticulture together with Questionnaire manuals.  It is estimated that there will be need to be 3 to 4 commodity specific survey instruments
·         Together with the designated mobile application service (MAS) provider that AMARTA II has already selected, develop guideline on the mobile phone data collection methods.
·         Format the questionnaire to the mobile device interface, data entry template and data entry protocols
·         Demonstrate Standard Operating Procedures for quality control of data entry and the verification
·         Conduct (or supervise the conducting) of in-depth interview, key informant interview and focus groups; Supervise data collection team during the data collection in the field and provide technical assistances to team data collector as required
·         Design data entry templates and database mask that meet the AMARTA II needs. The database will allow for data to be entered and analyzed disaggregated key variables (gender, age, socio-economic condition, geographic location, etc.)
·         Conduct data management, including data cleaning and analysis, making sure complex sample design taken into account, calculation and use of sampling weights (as needed), use of appropriate variance estimation technique given sample design
·         Submit a complete standard report according to the agreed upon outline submitted during the inception meeting. Give a presentation debriefing to AMARTA II Senior Management team in Indonesia on the report

4.     Required professional qualification and experiences

·         Indonesia based consultant firms; copy of SIUPP, TDR, NPWP need to be shown along with company profile.
·         Has experience conducting household surveys in the areas related to agribusiness development and/or agricultural productivity and provide professional analysis and reports in English
·         Has on-staff expertise or access to expertise in the related value chains of cocoa, coffee, and horticulture
·         Has capacity to sequentially or simultaneously conduct surveys in rural areas of North Sumatera, South Sulawesi, West Sulawesi and West Java
·         Previous experience with USAID or other donor funded projects in Indonesia preferred

5.     Schedule & Timeline

The timeline will be finalized with the consultant’s proposal. It is estimated the entire study will take a total of 12 work weeks from early August until the Draft Final Report is completed.

Firms interested in this RFP to write EoI along with company profile and key principles CV not later than July 13, 2012.  Term of Reference (ToR) will be provided upon submission on EoI.
