Background.
In 2008, RESPEK was integrated with PNPM-Rural. PNPM RURAL/RESPEK is one
of the few government programs that has been able to engage communities
throughout the provinces of Papua and West Papua and has delivered
tangible benefits to them.
Implementation of PNPM RURAL/RESPEK has been challenging due to the
remoteness and extreme cultural and ethnic diversity of the provinces,
as well as a chronic shortage of qualified facilitators, particularly
engineers. The program requires about 560 technical facilitators for the
two provinces, but is only able to fill about half of the positions. In
previous years, recruits have often come from outside Papua but would
leave after a short period of time because of the difficult working
conditions

In order to address this challenge, Government, with the assistance of
the PNPM Support Facility (PSF), designed a special program, Barefoot
Engineers. The two first trainings were successfully conducted in 2002
and 2009, and the training phase 3 is now being conducted which aim to
be able to train 300 graduates to fill the vacant facilitator positions
in Papua and West Papua.

The training participants usually have  educational backgrounds in high
school (SMA) majoring in science, Senior Secondary School (SMK) majoring
in Buildings, Diploma III in Civil Engineering, or  high school (SMA)
majoring in social studies. Considering that the trainees are high
school and Senior Secondary School graduates, the  Barefoot Engineer
Training is designed with a straightforward approach  so that the
lessons can be easily  absorbed by the participants.
An important objective of the training is to provide young Papuans with
an opportunity to improve their education and to be able to make
contributions to the development in Papua, be it in PNPM or outside the
program.

Scope of the assignment
There are two distinct components to this consultancy:
1.      A Tracer Study of the graduates of Barefoot Engineer Training I & II:
with the assistance of UnCEN and PMD, the consult will establish a
complete list of all graduates and locate them. The consultant will
establish whether the alumni (disaggregated by gender) works for PNPM
(in which capacity) or has another job in Papua (government, NGO,
private sector, etc). If the graduate has left Papua, note the current
location and what type of employment Papua (government, NGO, private
sector, etc).  Establish how Barefoot Engineers training has helped the
graduates in gaining employment. Note any suggestions the graduates have
for improving the program.  Interview Barefoot Engineers about
employment conditions in PNPM Rural and recommendations for improvements.
2.      An Evaluation to assess the effectiveness of Barefoot Engineers III.
The consultant will review the course methodology, curricula, monthly
trainer evaluations, and use feedback from trainers and studentsto make
recommendations how to improve the training.  This will take into
account whether the current approach and materials are appropriate for
the educational background of the students and the job requirements. The
consultant will also assess if the balance between classroom and on-site
training is sufficient. The consultant will sollicit feedback from the
female trainees on any recommendations they may have to make the
training more appropriate for them.


Timeframe
The Consultant will be hired on short contract for a period of up to 45
days.

Location:
Papua and West Papua

Specific Responsibilities
1.      Presentation of methodology, interview guide, proposed reporting
template and work plan at the start of the assignment
2.      Presentation based on preliminary findings and recommendations (draft
report)
3.      Final Report

Requirements:
1.      Master degree in social sciences, rural development or relevant subject;
2.      Minimum of five years’ work experience in community development,
capacity building, or local governmentprograms, experience with PNPM
Rural or PNPM Respek is a value added;
3.      Minimum five years experience in managing and/or doing M & E for
similar project;
4.      Understanding of the particular development challenges in Papua and
West Papua;
5.      Have excellent analysis, writing and research evaluation skills
