*BACKGROUND:*

Supreme Audit Agency (BPK abbreviated) is higher institutions in Indonesia
that has the authority and responsibility to audit the management of state
finances. BPK is a major player in the anti corruption architecture of the
Indonesian state by conducting audit on state finance accountability. In
fulfilling its mandate, BPK conducts hundreds of audits every year that
hold government accountable, and save billions of Rupiah to the state. Kind
of audit performed by BPK, among others are General audit, Performance
audit, and Investigative audit.

To enhance the ability and competency of the auditors in many areas of
skill, BPK auditors need to be trained in some specific skills. Many
trainings have performed by BPK each year, some of them were supported by
MSI-SIAP 1. Beside performing training, BPK engage their auditors to
perform certification exam to grant a professional certifications, such as
CFE. In the previous year, BPK have 33 auditors who passed the CFE
sertification exam that supported by MSI-SIAP 1. In addition to perform
investigative audit, CFE skills are needed to impelement Fraud Control
system that was developed in BPK currently.

On the other skills, MSI-SIAP 1 also provide training provider to develop
Digital Forensic Audit Training for BPK Auditor.  In the advanced
technology environment, BPK see that Digital Forensic skills is a must.

*OBJECTIVES:*

The objectives of the activity is:

1)     Assisting 10 (ten) BPK auditors to become CFE.

2)     Facilitating review of Digital Forensic Audit Training Materials for
BPK auditor

*SCOPE OF WORK:*

The scope of work of the activity is:

1)     To provide preparation course of fraud invetigation for BPK
auditors, assist MSI-SIAP 1 to register BPK auditors to become ACFE
associate member, and assisting them to sit the CFE Exam.

2)     To facilitate review of Digital Forensic Audit Training Materials,
by reviewing training materials whether aligned with BPK training
objectives and to check the completeness of supporting training supplies
that should be provided by training provider.

*ACTIVITIES*:

*A.  **CFE Certification Program*

*CFE Preparation*

1)     Assisting MSI-SIAP 1 to register 10 (ten) BPK auditors to become CFE
associate members.

2)     Assisting MSI-SIAP 1 to purchase 10 (ten) CFE Preparation kits and
CFE Exams.

3)     Performing preparation course of fraud investigation for 10 BPK
auditors.

4)     Assisting Participants in understanding the preparation kits and
procedures how to perform the CFE Exam.

5)     Assisting participants to perform CFE review as required in CFE
Preparation Kits.

*CFE exam*

1)     Arranging schedule of the CFE Exam and informing participants about
the rules applicable in the CFE Certification exam.

2)     Supervise execution of the CFE exam

3)     Sending exam answers, letter of affidavit, and other requirements
necessary to ACFE.

4)     Monitor the announcement of CFE exam results

*B.  **Digital Forensic Audit Training*

1)     Review training material that was prepared by training contractor,
including their compliance with training objectives and BPK standard
training materials, and provide feedback to the training provider to
correct the training material.

2)     Collaborating with Human resources to select training participants
and with with Pusdiklat to prepare training room, supporting specific
equipments / supplies needed during training.

*DELIVERABLES*:

Deliverables output for CFE Certification Program are

1.       Preparation course materials for participants.

2.       Copy of announcement of CFE Exam results.

The deliverables output for ‘CFE Certification Program’ will be submitted
not later than 5 (five) days after the date all of CFE exam results have
been received.

Deliverables output for Facilitating review of Digital Forensic Audit
Training materials are ‘Report on Review of Training Materials’. The
deliverables output will be submitted not later than 5 (five) days before
training days started.

1)     Preparing material of preparation course for CFE
candidates        2 day

2)     Performing preparation course of fraud investigation for 10 BPK
auditors.          5 day

3)   Assisting MSI-SIAP 1 to register 10 (ten) BPK auditors to become CFE
associate members.      ½ day



4)     Assisting MSI-SIAP 1 to purchase 10 (ten) CFE Preparation Kits and
CFE Exams.        ½day

5)     Assisting Participants in understanding CFE Preparation Kits that
have to be learned and procedures how to perform the CFE Exam.  ½    day

6)     Assisting participants to perform CFE review as required in CFE
Preparation Kits.    2 day

*CFE exam*

1)     Arranging schedule of the CFE Exam and informing participants about

*C**ONSULTANTS’ REQUIREMENT*

Participant of ‘Consultant for BPK Training’ must meet the following
requirements:

1.       Individual consultant, expertise in Fraud Investigation and
Training.

2.       Having the ability to provide services as a
consultant/trainer,specifically in Fraud
investigation,

3.       By law has the capacity to sign a contract,

4.       Not in the supervision of the court, not bankrupt, and / or not
serving criminal sanctions,

5.       Has tax number identification (NPWP), and had filled Annual Tax
Income Report for 2012,

6.       Have certifications or experiences, relevance to professional
services will be provided,

7.       Having a good performance, not on the sanctions list or black list
in a government agency/state owned company,

8.       Not make incorrect statements about his / her competence and
capabilities.
