*BACKGROUND  *

Mass media un-doubtfully plays a crucial role in forming public opinion. In
the administrative reforms sector, media also plays significant roles as a
watchdog to the bureaucracy performance, and attracting the Government
attentions on the public’s expectation for public service improvement.
Therefore, it is very important for the Ministry of Administrative Reforms
(KemenPAN&RB) to share to the journalists on Bureaucratic Reform (RB)
issues in order to gather better public support.



Management Systems International (MSI) as the implementer of Strengthening
Integrity and Accountability Program known as SIAP 1, which is funded by
USAID, will engage the services of a professional training consultant to
help the Ministry develop a training module of RB for the journalists and
conduct the training. The consultant will work closely with the KemenPAN&RB
in developing the training module.



*OBJECTIVE*

The journalists’ knowledge and understanding on bureaucratic reform issues
are improved.

*SCOPE OF WORKS*



Breakdown of allocated time is as follows:



1. 10 days for :



·         Review existing bureaucratic reforms regulations, and government
programs on BR to get better understanding of bureaucratic reform issues.

·         Brainstorming with the KemenPAN&RB working group to determine the
expected output of the training.



2. 10 days for :



·         Drafting a training module in the form of training materials book

·         Presenting the draft to the KemenPAN&RB working group



3.  10 days for :

·         Revising the draft based on the feedback received during the
presentation

·         Drafting power point presentations for training

·         Presenting the second draft of module and presentation slide to
the KemenPAN&RB working group



4. 10 days for :

·         Revising the module and presentation slide based on the feedback
received during the presentation

·         Presenting the final draft of module and slide presentation to
the KemenPAN&RB working group

·         Finalizing the training module based on the approved draft



5. 10 days for :



ñ  Deliver the journalism training on RB to the journalists in 3 area,
together with KemenPAN.



*DELIVERABLES*

* *

ñ  First draft of journalism training module on RB for KemenPAN&RB in
hardcopy for one set, and presentation slides for journalism training on RB
in the form of handouts hardcopy (2 slides per sheet) for one set

ñ  Final draft of journalism training module on RB for KemenPAN&RB in
hardcopy for one set, presentation slides for journalism training on RB in
the form of handouts hardcopy (2 slides per sheet) for one set, and
softcopy of journalism training module as well as presentation slides
recorded in one CD-R

ñ  Training report including the analysis of the effectiveness of the
module as well as recommendations on optimizing the use of the training
module



*CONSULTANT’S REQUIREMENT*

The candidate must meet the following requirements:



ñ  Individual consultant

ñ  Having the ability to provide services as consultant

ñ  Having at least 5 years experience in developing training module,
experiences as trainer in journalism is an advantage.

ñ  Have in-depth understanding on government bureaucracy and bureaucratic
reform issues

ñ  Having a good performance, and not being black-listed in any state
agencies or state owned companies

ñ  Not in the supervision of the court, not in a  bankrupt condition,
and/or not serving criminal sentences

ñ  Not provide false statements about their competencies and professional
skills.
