Evaluation Consultant to conduct End-Project Evaluation of an Early
Childhood

Development Project in West Sumatra, Indonesia

Organisation

AMURT (Ananda Marga Universal Relief Team) is a disaster relief,
humanitarian organization with origins in India and its global office in
Washington DC, USA. In Indonesia, AMURT's operations began in Aceh
after the Dec 2004 Earthquake and Tsunami, followed by programs in
Yogyakarta after the May 2006 Earthquake. Since the Sep 2009 West
Sumatra Earthquake, AMURT's activities in Indonesia have been
focused on Early Childhood Development projects outside Padang,
especially teacher training.

Evaluation Location :

54 villages in Kabupaten Padang Pariaman and Kota Pariaman, West Sumatra

Evaluation Timeframe :

First Meeting to Final Report & Debrief (10 Jun – 22 Dec 2013)

- Actual Evaluation or Observation Period (1 – 31 Oct 2013)

Evaluation Framework :

End-of-project summative evaluation with the following elements:

o Logframe analysis – (to assess logic & feasibility of
intervention programs)

o Outcomes evaluation (Were objectives achieved? Lessons learnt)

o Sustainability evaluation (Are results achieved sustainable? Is
situation movinin the direction of desired impact?)

o Evaluation of project's replication potential (Feasibility of
conducting project elsewhere in Indonesia and other developing
countries?)

Consultants Requirements :

§ Selected evaluator should be an National (Indonesian) consultant
– either an individual or a team of consultants. In the case of a
team, the selected team should be led by an ndonesian consultant with
experience in project evaluation and preferably also in ECD in Indonesia

§ Specific expertise, skills, prior experience and language
proficiency required or desired :

o REQUIRED: Knowledge and experience in conducting project evaluations
(please state experience), with following evluation skills :

v Observation, Focus Group, Questionnaire, Semi-structured Interview,
Outcome Hierarchy, Logframe Matrix

o PREFERRED: Knowledge and experience in Indonesian ECD requirements,
standards, issues (please state experience)

o LANGUAGE REQUIREMENTS :

v English (for written reports, correspondence, etc) AND

v Bahasa Indonesia (for field work)

§ Formal Qualifications for Consultant or Team Leader formal
qualification :

o MA degree preferred
