UNDP Indonesia's mission is to be an agent for change in the
human and social development of Indonesia. We aim to be a
bridge between Indonesia and all donors as well as a trusted
partner to all stakeholders. We work in four key areas of
development: Governance Reforms, Pro-Poor Policy Reforms,
Conflict Prevention and Recovery, and Environment
Management, with the overarching aim of reducing poverty in
Indonesia. Besides the four priority areas, UNDP Indonesia
is also engaged in a variety of crosscutting initiatives
focused on HIV/AIDS, gender equality, and information and
technology for development.”
I. Background
On 26 May 2010 the Governments of Indonesia and Norway
signed a Letter of Intent (LoI) to establish a REDD+
Partnership. The first phase of this REDD+ Partnership
(Phase 1) was to establish an agency with the capacity to
implement and manage REDD+ projects initially in the pilot
province Central Kalimantan and progressively in other
priority provinces across Indonesia. A Task Force (Satuan
Tugas, Satgas) was established to support this initial phase
and, as of June 2013 at the end of the Task Force’s
mandate, the following progress was achieved:
Drafting of an integrated Presidential Regulation regarding
the establishment of a REDD+ Agency and governance of REDD+
in Indonesia;
Finalisation of a REDD+ National Strategy (Stranas) and
development of Provincial Strategies and Action Plans
(PSAPs) for the eleven priority provinces;
Agreement on, and legal basis for, the structure and
operations of a REDD+ Financial Instrument (FREDDI); its
implementation awaits the establishment of the REDD+ Agency
and the subsequent release of funding for Phase 2 of the
LoI;
A methodology, partially trialled, for the structure and
Standard Operating Procedures (SOPs) of the MRV technical
unit; while international standards and an
international/national REDD+ registry remain in development,
the unit is ready for mobilisation following the
establishment of the REDD+ Agency;
Legal review of regulatory requirements related to REDD+
implementation in particular land tenure, forest and
peat-land governance, forest monitoring and law enforcement,
consolidation of land concessions, and a Moratorium on all
new concessions for conversion of peat and natural forest in
Indonesia; and
Successful implementation of a wide range of projects by the
REDD+ Task Force in the pilot province Central Kalimantan
with a focus on developing an operational capacity and an
enabling environment for REDD+ projects.
These achievements have prepared a basic foundation for a
future REDD+ national programme that aims to address the
emission-reduction target for the forestry and peat-land
sectors and the national long-term goals associated with
sustainable economic development and poverty reduction.
II. Context of this TOR:
For the second phase of the REDD+ Partnership (Phase 2) to
commence, it is required that the REDD+ Funding Instrument
(known as FREDDI) is formally established by the REDD+
Agency along with a legal basis for its operations.
Considering the time involved in establishing a fully
operational Funding Instrument, additional interim funding
has been provided under the Indonesian-Norway Partnership to
support any potential gaps that may arise after the REDD+
Special Team’s assignment ends and the establishment of
FREDDI. In addition, this funding will provide further
resources for the capacity development of the REDD+ Agency
in its preparations for the implementation of Phase 2 of the
Indonesian-Norway Partnership. This interim funding will be
managed by UNDP as a continuation of its role as fund
manager under Phase 1 of the partnership.
To support the program of REDD+ Agency and to maintain
public awareness as well as to give understanding of the
REDD+ Agency’s program and educate people about REDD+, it
is essential for the Agency to deploy several communication
experts/consultants. At present, the agency has two
personnel working on the communication. One is focusing on
the stakeholder engagement and the other is on media
relations. The need to expand the team is crucial and the
personnel which the team needs immediately is Communications
and Stakeholder Engagement Coordinator.
Under the guidance and direct supervision of Chief Operating
Officer of REDD+ Agency, Communications and Stakeholder
Engagement Coordinator provides inputs to the design,
management and implementation of REDD+ Agency communications
and publication strategies which are geared to influence the
development agenda, promote public and media outreach and
mobilize political and financial support for REDD+
Agency.
The Communications and Stakeholder Engagement Coordinator
may supervise and lead the communications staff of REDD+
Agency and work in close collaboration with all work streams
in REDD+ Agency, Operations teams, staff of other UN
Agencies, government officials, international and local
media, subject matter experts, multilateral and bilateral
donors and civil society to ensure the successful of REDD+
Agency communication implementation.

1. Ensures planning and design of internal and external
strategies for communications and outreach focusing on
achievement of the following results:
Preparation and conduct of communications needs assessments
for REDD+ Agency.
Drafting/editing communications and outreach strategy based
on the corporate communications strategy.
Analysis of requirements and synthesis of proposals on ways
to integrate advocacy and communication strategies into all
aspects of REDD+ Agency’s development programme during
programme formulations.
2. Ensures implementation of REDD+ Agency publications
strategy and plan focusing on the achievement of the
following results:
Implementation of REDD+ Agency publications strategy and
plan, based on the corporate publications policy.
Coordination and management of REDD+ Agency publication
activities, such as content management, norms for
publishing, design, etc.
Contact with printers and other suppliers to ensure
production and ensure publications dissemination.
3. Supervision of the design and maintenance of the REDD+
Agency web site, intranet, focusing on achievement of the
following results:
Supervision of the design and maintenance of the office web
sites based on corporate requirements in cooperation with
the ICT staff.
Preparation of the content for the web sites to ensure
consistency of the materials.
4. Supports the business development focusing on achievement
of the following results:
Launches and campaigns
Promotion and maintenance of public information campaigns on
REDD+ Agency activities.
Packaging and submission of programme initiatives for donor
review in collaboration with programme staff and
supervisor.
Outreach
Maintenance of increased coverage and understanding of the
REDD+ Agency’s work in the country or practice area
through regular media contacts and provision of newsworthy
information to national public and, where possible, donors.
Organization of roundtable discussions, press conferences,
briefing sessions, interviews, launches, etc.
Ensured access for journalists to subject matter experts.
Drafting/production of regular newsletter to donors.
Preparation of donor reports, civic education and community
awareness where appropriate to support projects
Public information
Effective responses to inquiries for public information
materials.
5. Ensures facilitation of knowledge building and management
focusing on achievement of the following results:

Required Skills and Experience
Education:
University degree in Communications and other relevant
fields.
Experience:
Minimum 3 years for Master degree or minimum 7 years for
Bachelor degree of professional experience at the national
or international level in public relations, communications
or advocacy. Experience in managing media, campaign and
stakeholder engagement.
Demonstrated strong familiarity with UNDP development
projects in Indonesia is an advantage
Solid experience of monitoring and producing high quality
report.
Excellent analytical skill and advance computer skills
required
Good inter-personal and team building skills.
Full time availability for project management support duties
is essential.
Familiar with Government and UN/UNDP procedures would be
desirable
Knowledge of, and experience in, environmental law, mining
and forestry law, and law related to indigenous people is
desirable;
Having conducted due diligence would be an advantage;
Exposure to administrative and criminal law enforcement
