the ISEAN Leadership Fellowship Program".


REQUEST FOR EXPRESSION OF INTEREST

Background:

The Islands of Southeast Asia Network on Male and Transgender Sexual Health
(ISEAN) and the Humanist Institute for Co-operation with Developing
Countries (Hivos) jointly implemented the ISEAN Hivos Program supported by
Global Fund Round 10. This program has the main goal of reducing the risks,
vulnerability and impact of HIV and AIDS on the lives of MSM and transgender
community in Island Southeast Asia Nations. It intends to address critical
gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs
and TGs.

Hivos, as the Principal Recipient of the grant under the ISEAN-Hivos Program
Global Fund Round 10 is now on its Phase 2 of implementation from October,
2013 to September, 2016. In this regard, it is seeking Expressions of
Interest from qualified Individual Consultants to apply as the "Overall
Regional Coordinator and Technical Consultant of the ISEAN Leadership
Fellowship Program".

Specifically, the following will be provided by the Consultant to address
the Grant's requirements:

1. Provide overall coordination for the LEAF Program, under the direct
supervision of the IHP Program Director and in coordination with the IHP
PR-PMU Training Coordinator.

2. Develop/finalize all the LEAF key documents based on the earlier
documents developed during the SAN-YIMF pilot in 2013-2014. These documents
include, but are not limited to:

a. LEAF Application and selection Materials for Fellows and CBO hosts

b. LEAF Fellowship Manual for visiting Fellows and host CBO
organizations

c. LEAF Orientation Manual for visiting Fellows

d. Template Fellowship activity plan/project plan prior to deployment

e. Template Fellowship Report

f. Template of end-of-Fellowship Final Report

g. A collective or group publication of the LEAF Program at the end of
theimplementation period

3. Conduct the LEAF Orientations to all SR staff and other concerned
parties to prepare them for their roles during the implementation. These
include inputs on or direct supervision of the embassy interviews of
fellows, visa requirement preparations, securing tickets and travel
insurances, dealing with immigration concerns at the airport, ensuring the
adjustment of fellows to their new environments, conducting language
trainings, cultural orientations, etc.;

4. Provide guidance to SR staff in fellow selection and CBO host
selection

5. Conduct fellows and host CBO pre-engagement orientations, as
required.

6. Communicate directly with the fellows and host CBOs during the
pre-deployment, deployment and post-deployment periods.

7. Monitor all activities of the fellows during deployment, including
the development of their in-country work plan,

8. Review all fellows' report and provide feedback to them as well as
to the PR through a monthy coordinator's activity report.

9. Provide orientations, guidance and technical assistance throughout
the process of developing the fellows' and CBO hosts' write-ups for the LEAF
Program publication.

10. Organize the conduct of the end-of-term meeting of fellows;

11. Provide technical assistance and contribution in other work areas of
LEAF program, as required by PR-PMU.

Key Qualifications

1. Established experience in implementing all aspects of regional
fellowship exchange program in South East Asia; familiarity with ISEAN Hivos
Program preferred;
2. Experience in developing learning materials and fellowship reporting
templates;
3. High level of familiarity with the logistic requirements of
exchanging communty fellows accross countries in the region;
4. Demonstrable experience in developing publications related to
program implementation and documentation (written work samples may be
required as part of the assessment process).
5. Experience working with MSM and TG Community Based Organizations
(CBO) in various capacity building contexts
6. Familiarity with the concerns of TGs and MSMs in the Southeast Asia
context.
7. Preferably with experience working with Global Fund Programs;
8. Preferably a citizen and resident of Southeast Asia and with
experience in working in one of the ISEAN-Hivos countries; Indonesia, the
Philippines, Malaysia and Timor Leste.
9. Preferably with educational background in the fields of Social
Sciences, Social Work, Public Health, Communications and related areas.
10. Fluency in written and spoken English; and with familiarity in one
or more of the languages of the 4 IHP countries.

The selected Consultant will be engaged through a fixed cost contract,
initially for a one year period. An Expression of Interest (EoI) Letter,
together with the applicant's CV must be sent by 15th August, 2014 to the
