1 Background of the Project and Assignment
The Australia Indonesia Partnership for
Promoting Rural Income through Support for Markets in Agriculture (AIP-PRISMA)
is an ambitious new rural development program which aims to contribute to a
30%, or more, increase in net incomes for 1,000,000 poor rural female and male
farmers, 300,000 of which will be reached by June 2017. AIP-PRISMA will focus
on Eastern Indonesia (EJ, NTB, NTT, Papua and West Papua)
To enable effective and efficient implementation of the program,
PRISMA will establish an IT-based Management Information System (MIS) that provides a platform for
managing core business processes in:
a)
Corporate Functions
(CF), covering finance, project accounting, procurement, administration,
contract and grant management, personnel management, and payroll.
b)
Program Management and
Monitoring Functions (PMF), covering
management of activities, schedule, and resources, data collection and
analysis, documentation of key activities and decision making, performance monitoring,
reporting for AIP PRISMA Sector activities.
The implementation of CF will use
an ERP software, while PMF will be developed using Microsoft tools and
technology. The development of PMF will be led by AIP-PRISMA MIS Manager as
system designer, using template of PMF documentations based on PRISMA MIS Need
Assessment. The CF developer will implement the design into a working MIS application.
The implementation of ERP will be performed by ERP vendor of the selected ERP
software that has expertise in ERP implementation.
This position require a
combination of knowledge and experiences in ERP implementation, good
understanding of AIP-PRISMA business process, knowledge of generic business
process (finance, accounting, HRD, payroll, etc.), and excellent leadership.
2 Objective and Expected Output
The objective of the
assignment is to assist vendor/consultant in the ERP implementation phase in AIP-PRISMA.
The STA expected to be partner of the ERP implementer vendor, providing advices
to achieve successful ERP implementation based on AIP-PRISMA need assessment, including
deliver CF-PMF module integration design.
He/she will also lead some of ERP modules implementation.
The following outputs are
expected:

Assisting
ERP implementer vendor in the process of providing business process requirement
and business-process-to-ERP- software mapping and its delivery (presentation,
documentation)
·
Advice
and supervise ERP implementation starting from business process requirement
until piloting and launching.
·
ERP
Implementation Progress report, consist of project progress report, issues and
solution management. Report will be delivered regularly to MIS Manager and IT
Manager.

CF-PMF
integration design document, including the implementation plan
3 Key Selection Criteria
Essential skills and experience:
·
MIS/IT
Professional with relevant educational background, having minimum 5 years of managing
IT/IS project.
·
Good
working knowledge of common business process (finance, accounting, HRD,
payroll, etc.)
·
Good
knowledge of ERP implementation, using any ERP software, preferably using
Microsoft Dynamic Great Plain
·
Working
knowledge in system integration, involving database integration, module
integration using existing AIP-PRISMA Microsoft Windows-based infrastructure.
·
Has
at least involvement in three full cycle of medium size (minimum 6 months of
implementation) with IT/IS project as team leader or project manager.
·
Fast
and self-learner, can work independently with minimum supervision
Desirable Skills and Experience
·
Has
experience MIS/IT projects with international development organization
·
Good
command of English, and good documentation skills (Bahasa, English).
