Background
The
Government of Indonesia (GoI) has launched major business environment
reforms. The World Bank is supporting the work of the Indonesia
Investment Coordinating Board (BKPM) in the implementation of a new
Central One Stop Service (OSS
– PTSP Pusat). Alongside, and as an integral part of, the support for
implementation of the Central OSS, the World Bank team is also
supporting the simplification of business licensing processes (i.e.
regulatory reform) at the national level. This support
may also be expanded to the simplification of licenses at the
subnational level and support for implementation and/or integration of
subnational OSS.
In
order to support this exciting and high-visibility work, the Trade and
Competitiveness team of the World Bank’s Jakarta office is hiring a
Senior Specialist on Information and Communications Technology (ICT), as
a Short Term Consultant
(STC). The STC will report to the Task Team Leader (Senior Economist)
for this project and work closely with the whole project team, including
the international ICT experts, and GoI counterparts.
Scope of Work
The
Consultant is expected to in close collaboration and under the guidance
of the Senior ICT Specialists based in Washington DC. Specific duties
and accountabilities include but are not limited to:

Assessment of the current ICT system(s) and
outsourced ICT vendors at the Central OSS and BKPM more generally,
including systems at selected partner agencies;
·
Identification of key constraints for ICT system(s);
·
Development of recommendations of how to address
each of the constraints identified which may include changes or upgrades
to new ICT software and hardware, or capacity building for staff;
·
Action plans for ICT systems upgrades, with timeframe for delivery, resources required, interdependency of activities etc;
·
Revised monitoring framework based on the initial assessment and integrated with the agreed action plan;
·
Preparation of functional and technical
requirements, data harmonization strategies and data models, procurement
specifications and – if/when necessary – bidding documents; and
·
Support for the establishment/development of the
ICT system(s) for an effective Central OSS at BKPM and which will
provide a flexible platform to include additional sectoral and
sub-national licenses in the longer term, possibly
including provision of quality assurance reviews of ongoing development
work, recommendations on deployment and capacity building/training; and
·
Provision of frequent updates on progress to the
team leader and periodically more formal reports for inclusion in
reporting to World Bank management.
Deliverables
Expected
deliverables will be specified for depending on the specific work
program agreed upon, based on the abilities and comparative advantages
of the Consultant, as well as on how the needs of the team develop in
the coming weeks. It
should be noted that part of the Consultant’s deliverables will be in
the form of contributions to outputs developed by the team.
Qualifications
·
Advanced degree in computer science or equivalent experience;
·
Minimum 8 years work experience as ICT Specialist;
·
Significant hands-on experience in ICT systems
assessment and systems development, preferably for government-related
operations or agencies;
·
Knowledge of ICT application industry in Indonesia-- required to assess potential vendor/partner capabilities and reputation;
·
Experience with ICT systems within GoI strongly preferred;
·
Flexibility and creativity in working in a dynamic environment;
·
Ability to work with limited supervision and to think independently;
·
Ability to work effectively under time pressure
with high degree of accuracy and with a strong capacity to produce
high-quality work;
·
Proven ability to demonstrate initiative, monitor
issues and tasks, meet deadlines and priorities, and ability to work in a
team;
·
Ability to communicate ideas clearly and confidently, articulate issues and recommend practical solutions; and
·
Strong oral and written skills of both Bahasa Indonesia and English.
Duration and Location
The
assignment will be up to 265 days from March 2, 2015 – June 30, 2016,
depending on the Consultant’s availability. The contract may be extended
beyond that date, depending on project needs.
The assignment will be located in Jakarta.
