ANNOUNCEMENT RFP 15.005 Documentary Film on Current  Anti-corruption Movement

MSI/SIAP-1: Strengthening Integrity and Accountability Program I (SIAP-I) is a five-year program funded by the United States Agency for International Development (USAID) and implemented by Management Systems International (MSI).

BACKGROUND
Launched in January 2011, the USAID-funded MSI/SIAP-1 program aims to contribute to good governance in Indonesia by strengthening integrity and accountability in government – principally at the national level. It does this by supporting governmental and non-governmental efforts to strengthen the effectiveness of accountability bodies; external monitoring; and mobilizing public support.

OBJECTIVE
To continually support the anti-corruption efforts as a part of sustainable movement, MSI/SIAP 1 has conducted several activities to create mature anti-corruption movements that involve creative approaches for Indonesian citizens, such as film production, film distribution, and the Anti-Corruption Film Festivals. In 2015, MSI/SIAP 1 will produce a short documentary film that highlights the current anti-corruption movement in Indonesia. The film documentary is expected to give a brief background of Indonesian anti-corruption agency and then detail the events that took place, leading to the current situation in February/March 2015.

ILLUSTRATIVE TASKS AND EXPECTED RESULTS
The scope of work to be performed includes:
The production of a 30 minute documentary film that provides background of anti-corruption effort that conducted by anti-corruption body its role in anti-corruption in Indonesia and the events that recently took place that lead to the current situation in February/March 2015.

It is expected that no more than 5 minutes of the documentary will focus on the KPK background.  In addition, it is expected that the selected vendor will produce new footage and not solely rely on stock images, images, video, etc.  All necessary fees including censor, licensing and music rights, will be the responsibility of the vendor.  The vendor will need to provide evidence of obtaining necessary rights/licenses.

The applicants are encouraged to develop unique and creative ways to explain the KPK background, its role in fighting corruption and its current situation. The selected vendor will have in-depth discussions on final film content with MSI.

OFFEROR’S CONFERENCE

MSI will hold an offeror’s conference on Tuesday, 7 April 2015 at 10:00 am at the MSI office (or an offsite venue in case of high attendance) to explain details of this RFP and to answer offeror’s questions. NOTE:  Due to space limitation, offerors must pre-register their intended participation in the conference (maximum two participants per bidding organization) at procurement@msi-siap.com by Monday, 6 April 2015. All interested offerors are encouraged to attend this conference.
