Project*

*BACKGROUND*

EQSI, Economic, Quality and Sustainability Improvement from Community
Centered Cocoa Fermentation Stations, Diversified Agro-Forestry and
Agribusiness Systems and Social Development is a collaboration project
between MCA-I, Kalla Foundation with its consortium, Kalla Kakao Industry
and Lembaga Ekonomi Masyarakat Sejahtera (LEMS).

This EQSI project supports MCA’s Compact between USA and Indonesia. GP the
largest project of the Compact, seeks to address critical economic growth
constraints while supporting the government of Indonesia’s commitment to a
more sustainable, less carbon-intensive future.

The project addresses technical and economic requirements, provides for
environmental and spatial land use issues, learning, and considers
potential risks and social and gender impacts and opportunities, will be
implemented over 2.25 years, across three districts in 20 priority villages

in Southeast Sulawesi Province of Indonesia

Our Sustainable Agriculture Project, set in selected Cocoa-growing
landscapes of Sulawesi Island, aligns to and supports MCA-I’s Compact
between USA and Indonesia. Green Prosperity (GP) the largest project of the
Compact, seeks to address critical economic growth constraints while
supporting the government of Indonesia’s commitment to a more sustainable,
less carbon-intensive future. Assistance given will be enduring
cooperation focused on sustainable economic, agro-forestry and agribusiness
and social development, especially for communal efficiency and technical
strengthening of post-harvest practices - particularly for Cocoa
fermentation methods.

The project aims to:

· Promote sustainable natural resources management

o Improve cocoa garden land-use practices to protect natural resources

o Promote agroforestry to enhance integration of cocoa farms and
agroforestry with income generating plants and trees that give shade,
shelter and assist biological control of insect pests

o 7,000 hectare air-seeding vulnerable highland forests for land
rehabilitation, control of erosion and protection of water catchments as
proven by Kalla Foundation’s successful pilot project in Bone, South
Sulawesi.

· Reduce poverty

o Address cash-flow and labor shortage issues via community fermentation
/drying stations

o Supply 19,600 liters of yeast inoculums and give training to assure
fermented cocoa quality.

o Reduce the impact of Cocoa Pod Borer (estimated at >40% cocoa crop down
grading and losses) via frequent harvesting, phyto-sanitation and
biological controls.

o Extend Kalla Foundation’s successful community agricultural systems
development model at Mallari to establish in and strengthen 20 villages
targeted in this project’s target areas.

o Generate better household incomes for farmers through diversifying
on-farm agribusiness

o Improve market opportunities because of quality derived from cocoa
fermentation practices
*Project Objectives : * Overcoming the barriers of sustainable cocoa
development, and address the fundamental resource obstacles. Preventing
farmers from undertaking fermentation as a proper post-harvest practice:
Thus we will improve cocoa production through farmer involvement in
community fermentation centers, agroforestry with predator-hosting trees /
plants , community natural resource management activities (such as
air-seeding vulnerable highland areas) and training for integrated pest and
disease management practices. Overall the project has 5 Objective /
Component as follows: Objective 1: Reforesting 7,000 ha of degraded lands
and improving hydrologic conditions Objective 2: Training around 25,000
farmers, farm workers and community folk for improved agriculture
practices, and institutionalizing sustainable NRM. Objective 3: Promote
agro-ecologic, agro-forestry intercropping systems on Cocoa farms covering
27,000 hectares, for Income generation and equity within rural
communities. Objective
4: Providing 20 Community Cocoa Fermentation and Drying Centers Objective
5: Produce and Supply 19,400 lt of yeast inoculants, training and assist
for providing smallholder Solar Cocoa Bean Driers

The benefits will be:

· quality control and proper post-harvest fermentation for quality
cocoa;

· faster cash income for growers;

· overcoming labor issues that cause grower resistance to ferment
cocoa

· efficient use of assets and resources employed for fermenting and
drying cocoa

· as more farmers get encouraged by the better returns the industry
will grow and in turn lower atmospheric CO2

· villages develop stronger independence, improved economics

· more non-diseased beans available for fermentation to achieve
quality cocoa;

· supplementary income streams for growers (e.g. from minyak kayu
putih);

· higher productivity and returns to growers;

· reduced dependence on pesticides and herbicides

· Lowering of atmospheric CO2

· villages develop stronger independence

· Technical improvements over the current “uncontrolled” hit and
miss fermentation methods thereby achieving high or complete success rates
in fermentation to achieve quality cocoa;

· Shorter length of time in fermentation, and thus higher capacity
through the community Fermentation Centers or on farms where it is used;

· Assured better flavored chocolate;

· Distribution of the starter culture creates more face to face
contact with farmers for improved agricultural extension and encouragement
of farmers to continue with cocoa.

· villages develop stronger independence

Up to now, Field activities of EQSI Project have not been implementad much
as it planned, due to late staff recruitment and late development of “program
design” of each objective/component, particularly objetive/component 1,
reforestation program. The project management has an initiave to finalize
the design program, however due to lack of time and personel, the project
design has not been compleled well. In order to accelerate the process, the
management plans to collaborate with reforestry expert or consultant of
reforestry, who have experiences in reforestation program activities.

*EXPECTED OUTCOME *

To develop detail design of reforestation program be focused on improving
sustainable natural resources management system, increase institutional
capacity, and detail work plans in managing their own natural resources and
be responsable for the environment economically, based on program
developed, included;

• Reforesting 7.000 ha of degraded land and improving
hydrological condition via community greening program and or air-seeding
for dificult terrain / área.

• Mapping of critical land within 3 Districts (Konawe, Konawe
Selatan and Kolaka Timur), specifically close to the EQSI village program
location área. (List of Village EQSI Program Location is attached)

• Select an appropriate trees that suitable with the local
condition.

• Select planting method.(manually and or air-seeding method)

• Community training, before during and after the program to
ensure the sustainability the program

• Develop a demo-plot for agro-busnisses model.

• Management of state forest program

• Develop community sustainable natural resources management

• Community participation and women support to the program.

• Detail budget estimation needed during the life of the project.

*ACTIVITIES *

In developing the program design the consultant will do, but not limited
to:

· Preparation; develop ToR and workplan

· Desk study related to reforestration program, particulary
reforestation in South-east Sulawesi

· Coordination with Provincial and District Forestry Services for
program sincronization.

· Field survey and visit to several villages project location.

· Report witting of detail desain Reforestration Program

*DATE OF CONSUTANT WORKS*

· Consultant activities for implementing above activities is
planned on week first week of May, 2016.

· The draft of project design be completed by end of May 2016

· Finalization of design project of Reforestry program be done by
first week of May 2016.

*OUTPUT OF STUDY:*

· Reforestry Program Design and Action Plan

· Input for program integration with government land use plan in
forestry sector

*DURATION AND BUDGET ESTIMATION *

· Desk study: 1 Day

· Coodination with Goverment Services (Dinas Kehutanan) and Field
Survey: 3 days

· Report writing of project design and input for integration with
government land used plan: 4 days

· TOTAL 8 days of works,

*Qualification of Consultant:*

· Advance education in forestry, natural resources or relevant field

· Experience in planning, design and conduct study or research in
forestry and natural resources field, minimum 10 years.

· Speak and write English well.

· Advance skill in report writing

· Familiar with government land-used planning

· Comfortable deal with local government officials for consultancy
preparation and get data and information.

· Computer literate
