Youth Engagement Officer for Empower Youth for Work Program
Background:
Oxfam would like to start the program ‘“Empower Youth For Work!”, starting June 1st (5 years) pending on funding.The program’s ambition is that young people in Pakistan, Bangladesh, Ethiopia and Indonesia are empowered and have improved skills and jobs. This program focuses specifically on Small Medium Enterprise (SME) development; improved jobs; skills development for youth; climate change, and Sexual Reproductive Health Rights (SRHR). For this position you need to have the expertise on economic empowerment with a combination of passion for youth rights and skills. You need to be a creative thinker who enjoys innovating but at the same time is organized and can deliver a project with high standards. This will involve a great deal of coordination and problem solving therefore you need excellent cross cultural communication skills.

Despite their growing numbers - 1.2 billion of the world's population is now aged 15 to 24 - young people are often excluded from (decent and paid) work and decision making. Young people especially in the rural areas face similar challenges including lack of economic opportunities, worsened by the impact of climate change, drives them into already overcrowded and stressed urban centers. This threatens the future viability of rural areas, and food security.This program addresses these problems holistically, with three key elements:
1. Agency, capacity & skills
2. Economic opportunities
3. Policy & norms
Youth will be co-creators and co-implementers. Through civil society partners, and close links with the private sector and government, we ensure that improved skills training is adopted within local structures and innovative social enterprises; unemployment is tackled through improved private sector practice, increased market access and new enterprise development; an enabling social environment is created through grassroots and mass media action. Climate change, resilience, gender and youth empowerment are mainstreamed. 70% of beneficiaries will be rural young women.
Oxfam in Indonesia will have the lead in implementing ‘Empower Youth for Work’. Pending on funding the project will be over five year from June 2016 in the following regions:
·        West Java
·        South Sulawesi
·        South East Sulawesi

Job Purpose:
·        Responsible for the delivery of campaign on youth, gender and climate change issues under Empower Youth for Work Program in Indonesia 
·        Responsible for the gender mainstreaming in the EYWP by Oxfam and partners
·        Responsible for maintaining youth participation in Oxfam’s youth-led campaign 
·        Contribute to Oxfam’s national, regional and global work influencing the private sector to be more gender sensitive and youth inclusive.
·        Contribute to Oxfam national, regional and global work on Youth as Active Citizenship
·        Support Oxfam’s work on corporate accountability in Indonesia, including technical assistance for private sectors to improve working conditions and accountability standards, in various value chains
Key Responsibilities:
1.        Under the supervision of EYWP Manager and in collaboration with EYWP Youth Officer, developing and facilitating youth in project areas in establishing youth hubs, networks and web-based youth platform
2.        Working together with EYWP Youth Officer and implementing partners, assisting and facilitating youth in youth groups/hubs in developing and implementing youth-led campaign activities and events within the EYWP program areas in Indonesia.
3.        Under the supervision of EYWP Manager and in collaboration with EYWP Youth Officer providing technical assistance for companies in developing and implementing women and youth friendly working environment.
4.        Under the supervision of EYWP Manager and in collaboration with EYWP Youth Officer, building the skill and leadership of (young) women to enable them taking control their own life within the EYWP program areas in Indonesia.
5.        Under the supervision of EYWP Manager and in collaboration with EYWP Youth Officer and Gender Mainstreaming Coordinator, implementing Gender Action Learning System for youth in the EYWP program areas in Indonesia.
6.        Supporting EYWP Manager and EYWP Youth Officer in cross-learning between different field locations and ensure that project teams are working to institutionalize harmonized best practice and produce documentation of evidence.
7.        Working with campaign officer, designing campaign brief and mainstreaming youth perspective in every campaign stage. 
8.        Working with campaign officer, channeling all of campaign spike to the youth groups at national, regional and global level. 
9.        Working with campaign officer, maintaining and reviewing the progress of youth during the online and offline campaign.

Skills And Competence:
1.        At least 3 years experience on designing and implementation of youth and/or women empowerment project.
2.        Must have passion working with young people.
3.        Knowledge and experience of youth, gender, and climate change. 
4.        Proven creativity, innovation and experience in organising and producing campaign materials with youth and for youth in a measurable result and impact
5.        Experience of partnership development, nurturing and management and alliance building and maintenance across actors and sectors at local, national and global level relevant to youth empowerment.
6.        Proven knowledge and experience in digital campaign including radio, podcast, web-based platform, social media, campaign builder and other online platforms.
7.        Some financial management experience is desirable
8.        Knowledge and understanding of diversity, cultural and political sensitivities.
9.        An ability and willingness to work towards deadlines, in a planned and inclusive way 
10.        Demonstrable communication, facilitation and representation skills (in English and Indonesian). An understanding and fluency in local language would be an advantage
11.        Commitment to Oxfam’s overall aims and beliefs, including equal opportunities and gender equity in all aspects of Oxfam’s work.

OTHER: 
Able to work with minimum supervision and provide solutions to problems as they arise.
