Catholic Relief Services (CRS) is a US – based voluntary organization working in more than 80 countries around the world to assist people victims of disasters, people in need and the disadvantaged regardless of race, belief or nationality. CRS has been operating in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs with programs primarily in the areas of community development, humanitarian assistance, Disaster management and Emergency Response.
CRS/Indonesia is currently hiring for GENDER OFFICER to be based in Jakarta. This position will report to Capacity Building and Agriculture Livelihood Program Manager.
CRS is currently developing its broader organizational strategy and signature program areas (SPAs). Gender integration needs to appear prominently as a key crosscutting approach to strengthening all signature program areas and core competencies as well as enhancing our operational excellence. CRS’ commitment to putting gender at the core of our programming and ensuring equitable participation and benefit of women and men, girls and boys for enhancing program quality.
The purpose of this position is to support the development and implementation of CRS Indonesia food security, climate change, disaster preparedness and response programs through a thorough and systematic assessment and analysis on gender issues related to those programs. This position will provide guidance to the program team on designing and/or modifying activities for gender equitable outcomes. She/he will also assist in monitoring activities and results, paying particular attention to unintended negative impacts of the program on gender.
This position will be responsible for:
· Work with the Program Managers and MEAL Coordinator to develop and/or adopt gender assessment and analysis tools
· In coordination with MEAL Coordinator, take the lead in the gender assessment and analysis in the PAR project target communities. The results of the assessment will feed into the project design, implementation plan and development of M&E tools for gender indicators, particularly at target community level
· Work with the program team and partners in assessing and incorporating gender components into the program.
· Take the lead in monitoring gender components of the PAR project during the project implementation and in the final evaluation to assess the extent to which the PAR project integrates gender issues into activities and institutional systems as well as impacts of the project on both male and female participants.
· Interpret results on gender role in community and present findings, recommendations, lessons learned and best practices to colleagues to further learning through communities of practice, online communities, webinars, conference presentations, training sessions and other knowledge sharing mechanisms.
· Work with the Program Manager and MEAL Coordinator to analyze the gender – related data and provide recommendation to modify activities or mitigate negative impacts when and if necessary.
· As part of the Country Program responsibility as emergency surge capacity, support the Emergency Response team in responding to disasters as necessary.
· University degree in related field (gender, development, research and development, psychology, social science, and etc.)
· At least five years of significant progressive gender responsibility in relief and development programs.
· Thorough familiarity with principles and current approaches to gender in development and emergency programs using both quantitative and qualitative methods.
· Familiar with gender strategies that INGO and donors use for program development.
· Experience in facilitating the capacity building efforts of diverse colleagues, including those in local partner agencies;
· Significant experience in conducting quantitative and qualitative assessments and surveys (including sound understanding of sampling issues)
· Willingness and ability to travel.
· Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods;
· Familiarity with adult learning principles/techniques and demonstrated ability to design and facilitate learning opportunities for adults;
· Excellent interpersonal, organizational and written/verbal communication skills, including in cross-cultural settings;
· Ability to engage and motivate staff in a challenging program area;
· Fluency in English (written and spoken)
· Demonstrated personal accountability and driven to serve others
· Demonstrated understanding of gender equality and equity, gender integration, and engaging men as agents of change and women’s empowerment.
· Demonstrated knowledge of gender integration in one or more of the key areas of food security, agriculture, climate change adaptation, natural resource management, nutrition, water and sanitation, disaster risk reduction, and emergency response program.
