CWS Indonesia (www.cwsindonesia.or.id) is an international relief, development, and refugee assistance agency that has been operating in Indonesia for over forty years. CWS works with partners to eradicate hunger and poverty and to promote peace and justice around the world.

CWS is the implementing partner for a UNHCR-funded urban refugee program in Jakarta that provides protection, access to basic services (health, education, psychosocial support) and capacity building to vulnerable refugees and asylum seekers living in the Greater Jakarta area.

CWS is now looking for candidates to fill the following position:
Social Worker Coordinator – based in Jakarta (1 person)

JOB REQUIREMENTS:
The incumbent requires knowledge of social work theories, practices and procedures, particularly in child and adolescent care. The incumbent must be flexible, adaptable and able to work effectively in a variety of settings and cross-cultural situations. He/she should be knowledgeable of the risks and needs of children and adolescents in accordance with their age. The incubent should have the capacity and skills to supervise, lead and manage a team of several social workers, and be a good team player. He/she is also required to provide management, supervision and professional support to all Social Workers. Under the overall supervision of the Deputy Program Manager and guidance of Child Protection Officer, the incumbent is expected to ensure basic needs support for Unaccompanied Minors (UAM), including the provision of decent safe housing/shelter and other basic necessities.

RESPONSIBILITY & TASKS:

Support in managing the UAM shelter

  • Supervising the providence of assistance to assess, plan and provide necessary services at UAM temporary shelters in coordination with appropriate staff.
  • Monitoring and coordinating with the operation team and supervising the timely deliverance of shelter supplies, hygiene supplies, shelter equipment, and other shelter needs for UAMs under CWS care and assistance
  • Coordinating the supervision of daily activities of Security Guards, which consists of maintaining the safety of the temporary shelters and UAMs.
 
Unaccompanied Minors (UAM) activities

  • Compile and analyze the result of risks and needs assessments using the Heightened Risk Identification Tool and child-friendly interviewing techniques that are conducted by the social worker. 
  • Be responsible for appropriate intervention/referrals to ensure UAMs’ safety.
  • Coordinate with relevant staff to ensure adequate standards of living for children’s physical, mental, spiritual, moral and social development in UAM shelters.
  • Communicate effectively with the other supervisor and senior staff to ensure that there is cohesion and consistency across the whole service.
  • Ensure that work undertaken to safeguard children and young people is effective and consistent with the procedures and protocols of the CWS Indonesia Children’s Safeguarding policy.
  • Act as an advocate for the child proactively
  • Be alert to possible risk factors and vulnerabilities affecting children, able to act and report upon signals of any harm, abuse or danger
  • Coordinate with other Program Officers in organizing and conducting activities for UAMs at shelters and centers
  • Supervising the providence assistance to UAMs in accessing services such as health facilities, education, skills/training, sports, recreational activities, etc
  • Supervising the implementation of shelter regulations, group formation sessions and mobilization to maintain a clean and tidy shelter
  • Supervise the process of organizing and conducting targeted activities for UAMs inside and outside the UAM shelters
 
Supervisory:

  • To ensure that there is an effective and efficient distribution of work between all the social workers, and that this is in line with agreed policy and practice.
  • To provide management, supervision and professional support to all social workers.
  • To ensure that the work undertaken by staff is evidence-based and meets best practices, of high professional standards.
  • To be accountable for the performance of the team, which is based on the results of regular internal or external scrutinies and performance reviews of relevant service data and information. Also to take responsibility for responding to and acting upon any issues arising through such monitoring and evaluation, supervision or team meetings.
  • To contribute to, communicate, and keep under review the key objectives and priorities of the shelter service and UAM activities.
  • To chair multi-disciplinary and multi sections/unit discussions related to UAMs and shelters when required.
  • To hold a reduced caseload of complex work and to manage this effectively, role- modeling best practices.
  • Adopts a positive, energetic and constructive approach to managing change within the services using agreed methodologies; encourages and supports colleagues in understanding, accepting and adapting to changes in working practices especially when they are proven to positively impact the children.

Documentation & Report writing

  • Provide regular progress report on UAM’s activities in the shelter/rent rooms to Deputy Program Manager, and Child Protection Officer, Cc. Program Manager.
  • Keep the records of items provided to UAMs and ensure timely delivery as required.
  • Provide brief reports on shelter/rent rooms’ condition and needs of shelter supplies to Operations Officer.
  • Manage and provide requisition for UAM and shelter supplies and needs and liaise with Child Protection Officer in timely manner

Others

  • Do other tasks as requested by Deputy Program Manager (Senior Psychosocial Officer) and Program Manager.
 
Requirements

  • Hold Degree in Social and Politics, Humanities, Social welfare or relevant field.
  • 3 years experience in similar job or position
  • Ability to work in a cultural and gender-sensitive manner, respecting diversity in all forms, including religious minorities, socio-economic situation, sexual orientation and ethnicity.
  • Experience in child and adolescent care and implementing activities addressing a child’s physical, mental and emotional developmental needs.
  • Abilities to communicate and interact with refugee children from various nationalities clearly and effectively.
  • Possess computer skills, including internet-based communication and various office applications (Microsoft Words, Excel, MS Access and PowerPoint).
  • Able to work in a team and work harmoniously in a multi-cultural environment
  • Proven experience working with INGO or International environment.
  • Abilities to handle stressful situations and willingness to work outside working hours when required.
  • Willingness to act as a guardian to unaccompanied and separated refugee children and adolescents from different nationalities.
  • Have supervisor/leader capacity and quality.
  • Show determination and drive to deliver and succeed, both for themselves and as part of a team; puts in extra effort to complete important tasks on time and with the right quality; show stamina and can manage a diverse range of developmental projects; calm and confident under pressure ensuring that the team members are making the best possible decisions for the children.
  • Fluency in English and Bahasa Indonesia is essential. Knowledge of Dari/Farsi/Arabic/Urdu will be an added advantage.
