Compliance Specialist
Abt Associates has been selected by the Millennium Challenge
Account-Indonesia to implement the one-year Participatory Mapping and
Planning (PMaP) 6 project. Through this project Abt Associates will help
over 300 rural villages in fifteen districts throughout the country to
delineate and demarcate their boundaries and map their resources to
attract future investment in areas that will improve rural livelihoods
in an environmentally sustainable manner. In this project, Abt
Associates and its team of Indonesian specialists and subcontractors
will implement the 21-step Village Boundary Setting/Resource Management
(VBS/RM) methodology in collaboration with local communities and
government through a participatory process.
Abt Associates is seeking a field-based Compliance Specialist to support
and oversee work in assigned areas of NTB. The Compliance Specialist
will report to the Compliance and Monitoring Coordinator and the Finance
and Administration Manager based in Jakarta and provide support to the
technical teams implementing the VBS/RM process on the ground. The
position requires a five-month posting commitment in NTB and extensive
travel within the region. Living and quarter’s allowance will be
provided by the project.
Roles and Responsibilities
a. Provide technical support to the Kecamatan Technical Working Team
Archivists in data collection, management, measurement, reporting,
dissemination and other data collection and monitoring issues which may
arise during the VBS/RM process;
b. Monitor the compliance of the VBS/RM documentation and reporting
it on a bi-weekly basis using the workflow management system;
c. Provide technical support to the Kecamatan Technical Working Team
Finance and Administration Assistant in advance for workshop budget
settlement;
d. Train VBS/RM team staff on project’s data collection and storage systems and verification procedures;
e. Prepare data and materials related to the fieldwork for use in
technical reports and presentations, including editing and translation
of key pieces of documentation;
f. Coordinate directly with the Chief of Party, Compliance and
Monitoring Specialist, Finance and Administration Manager, Field
Coordinators, and other personnel in the planning, coordinating, and
implementation of field work, data processing, and preparation of
reports and presentation.
Minimum Qualifications
a. Academic degree in BSc/BA in law, finance, business administration or related field.
a. Three years’ proven experience as compliance manager.
b. Excellent knowledge of reporting procedures and record keeping.
c. Demonstrated skill in coordination, communication, and interaction with local government and community representatives;
a. Ability to travel to remote locations in Indonesia;
b. Fluency in Bahasa Indonesia and working knowledge of English.
Experience in writing reports in Indonesian and English is mandatory.
c. Five month posting commitment in NTB; Lombok Island. Extensive travel within region is required.
