Finance and Administration Coordination

In Indonesia, Plan International started to work in 1969 based on the memorandum of understanding with the Government of Indonesia. Currently we work in 4 provinces: Jakarta, Central Java, West Nusa Tenggara and East Nusa Tenggara and sponsors more than 40,000 children.
One of project in Plan International is Asean Safe Schools Initiative, ASSI have accurate and accountable management on its financial report and administration as well as financial reporting in proper coordination with country offices and ASSI consortium, regional office and within target countries as well as relevant stakeholders including ASEAN Secretariat, ASEAN government officials and focal points from partner organizations. The ASSI Project invites highly competent, experienced and committed professionals to fill the following consultant for :

Scope of Consultancy
 
The consultant for the Finance and Administration Coordination will work closely with ASSI Programme Management Team; ARO Finance, Administration and Grant team; CO Finance, Administration and Grant team; and will be undertaking the following tasks:
Financial Management: Coordinate with Plan Indonesia for financial and administrative matters. Ensure proper coding, accuracy and timely enter data to SAP both in CO and ARO. Ensure proper recharging of expenses between ASSI target country programs, Regional Office and National Offices. Review monthly financial statements to verify compliance with reporting standard and approved budget.  Coordinate with ARO Grant team to generate financial reports through SAP BI Portal Report system.  Prepare regular budget vs actual variance reports. Identify expenses for follow up with finance. This include pending payments and accruals. Prepare monthly/quarterly financial report and analysis for ASSI Program Management Team. Provide recommendation to ASSI PMT for budget modifications, cost/no cost extension of current ECHO project. Consolidate financial report of Regional, Countries and ASSI’s partner – Save the Children Australia. Coordinate with UK National Office for preparation of final financial report and equipment and goods report of current ASSI ECHO Project. Assist ASSI PMT and DRM team on liquidation of cash advance and other tasks as required. Work closely with ASSI PMT for budget proposal development for ASSI resource mobilization including coordinating with budget/financial focal points in country office, ASSI consortium partners and Plan Regional Office.
Administrative Management:  Ensure administration policies and procedures are followed. This include purchasing, travel, meetings/workshops, inventories and assets. Ensure that goods and services are purchased and provide in a timely manner. Ensure and maintain manual record of ASSI’s assets and inventories. To book flights, hotel and other administrative arrangement of ASSI activities. Overseas travel arrangement for ASSI Staff and incoming visitors. Prepare administrative notes, participants list, and ensure participants list are available for each training. Ensure timesheet and leave request of ASSI staff are submitted and approved. Maintain ASSI’s documents and files are updated electronically and physically.
Requirements:  Education background in finance and accounting or any relate field. Experience in financial and budget management. INGO experience is preferable.  Experience in organizing training and workshop. Knowledge of donor rules and regulation, especially ECHO. Excellent Communication skills in English – both written and verbal; High level of creativity, flexibility, ability to listen and support, excellent analytical skills, Willing to travel to target countries if required. Demonstrates enthusiasm and works well on a team; Has initiative and is able to work independently and operate with minimum supervision; Multi-tasking and able to conduct multi-layered coordination with related stakeholders;
Period of Engagement  The Consultant will be engaged for approximately 5.5 months, from December 2017 to May 2018.
