WRI Indonesia is a national entity (Yayasan) associated with the World Resources Institute (WRI), a global environmental research organization that turns big ideas into action at the nexus of environment, economic opportunity, and human well-being. WRI works with various stakeholders in the natural resources sector to support policy and management that are both profitable and sustainable. WRI works with leaders in more than 50 countries for more than 30 years, with offices in Brazil, China, Europe, India, Indonesia, Mexico, and the United States.

Launched in early 2014, WRI Indonesia builds on WRI’s 10-year history in the country and strengthens our impact on the ground. In the short-to-medium term, WRI Indonesia aims to expand its presence and portfolio to include projects in the climate, energy, as well as city and transportation programs.

Overview

WRI Indonesia is an independent research organization that is dedicated to contributing to the socioeconomic development of Indonesia in an equitable and sustainable way. WRI Indonesia determines its own research, portfolio and activities, that are designed to fully support the Indonesian government’s sustainable development agenda through various research, innovative technology and recommendation for evidence-based policies. We work with government and business leaders from different sectors to turn big ideas into action, that ultimately would create a balance between economic opportunities, environmental soundness, and human well-being.
The in-house WRI Indonesia expertise with the support of WRI’s global network are all committed to provide technical support, produce objective policy analysis, as well as facilitate key in-country stakeholders to meet the challenges of a sustainable and equitable Indonesia.
In Indonesia, we specifically focus on the issues of climate, forests, energy, as well as cities and transport. Currently, our biggest portfolio is related to Sustainable Land Use and such divided into the following projects:
  • Support on Peatland Restoration: As a preventive measure of fires and haze, President Joko Widodo mentioned in his official speech at the Conference of Parties (COP) 21 Paris the establishment of the Peat Restoration Agency (Badan Restorasi Gambut/BRG), an agency that is mandated to restore 2 million hectares of peat by 2020, 30 percent of which has to be achieved in less than a year. WRI Indonesia supports the Peat Restoration Agency (BRG) to achieve its restoration targets to significantly reduce carbon emissions.
  • One Map Initiative at the Local Level: One Map Initiative at the Local Level relies on multi-stakeholder collaboration, led by local government, to institutionalize the One Map Policy’s approach at the sub-national level. Through the enhancement of geospatial data and information at the sub-national level and stakeholder engagement to build agreements over boundaries and land use, the initiative is hoped to be able to accelerate efforts to solve land-related conflicts, improve people’s livelihoods through a more equitable land distribution as well as support the local government and private sectors to implement sustainability principles in their operations and activities.
  • Instilling Sustainability Principles in Commodities’ Supply chain and business practice: To promote an environmentally-friendly and free exploitation supply chain, WRI Indonesia collaborates with national and local governments, business actors, development partners, and communities, including independent smallholders, through various research and exercise related to traceability in supply chains, capacity building for extension workers, and effective stakeholder engagement. WRI Indonesia also supports sustainable jurisdictional approach in relations to strategic commodities such as palm oil, rubber, coffee, cocoa and forestry, primarily through the development of an efficient and accountable database and monitoring platform for governments, business actors and communities as well as through institutional mechanisms needed to achieve systemic change in land and natural resources governance.
  • Research to Improve National Forest Monitoring System: As part of a group led by the National Institute of Aeronautics and Space (LAPAN) and the Ministry of Environment and Forestry (MoEF), WRI Indonesia and University of Maryland conduct a research on forest change estimate and drivers of deforestation. The finding of the study will be used to support the improvement of MoEF’s National Forest Monitoring System.
 The main responsibility of this position is to support WRI Indonesia’s program implementation by providing robust policy and regulatory recommendation based on in-depth research. In detail, he/she will conduct several responsibilities in relation to overall Legal work, such as (i) provide legal advice to overall and cross-cutting programs within WRI Indonesia – overseeing the quality of legal analysis produced by WRI Indonesia, (ii) write the legal analysis parts for briefs, blogs including any research products as necessary, (iii) overseeing the MOUs and cooperation agreements produced by WRI Indonesia for strategic partnership purposes, and (iv) provide support on corporate legal matter for WRI Indonesia “yayasan” entity as necessary.
This position will report directly to WRI Indonesia’s Operations Director and coordinate with other Programmatic Managers and Support Team.

Responsibilities
The Legal Specialist's main areas of responsibility will include the following:
  • Provide legal advice, robust policy and regulatory recommendation to overall and cross-cutting programs within WRI Indonesia and overseeing the quality of legal analysis produced by WRI Indonesia
  • Preparing or reviewing legal analysis for briefs, blogs, presentations including any research products as necessary
  • Overseeing the preparation, drafting and finalization process of MOUs and cooperation agreements produced by WRI Indonesia for strategic partnership purposes
  • Be the main contact point for Governance Center in Indonesia and coordinate as necessary with WRI Global Offices and other related partners
  • Provide support on corporate legal matter for WRI Indonesia “yayasan” entity as necessary
  • Disseminate legal and policy knowledge on sustainable land use and make it accessible and useful for WRI Indonesia internally
  • Ensure appropriate levels of technical assistance in relation to legal matters and capacity building within WRI and to its partners
  • Ensure coordination of all technical input to strategy, proposals, and reports from legal perspective
Qualifications
Required Qualifications:
  • Minimum 7 (seven) years of progressively professional work experience in law firm, legal in-house, policy analysis, or development and project implementation with experience in implementing or managing development projects, preferably in land use or environment issue. A mixed of experience between corporate legal and
    development
    world will be a plus.
  • Bachelor’s
    or Master degree in law.
  • A good understanding of Indonesia’s land and natural resources, corporate law as well as sustainability regulations and policy.
  • Strong team player with the ability to work across institutional departments/programs.
  • Outstanding ability to communicate clearly, passionately, and compellingly.
  • Strong analytical research skills are required.
  • Strong writing skills for both technical and general audiences. Oral presentation skills a plus.
  • Candidate must be self-motivated, detail-oriented and organized thinker with an ability to juggle multiple priorities.
  • Strong writing skills (e.g., research briefs, blogs, proposals).
  • Ability to travel.
Final candidates will be required to produce writing samples (in Indonesia and English).
