Project Summary:
The four-year
USAID/Indonesia Harmoni activity will promote tolerance and inclusion and
reduce the risk of violent extremism. Harmoni will focus support on interventions
that are narrowly targeted towards communities and individuals most at risk of
radicalization, with an explicit mandate to build the resilience of key
Indonesian institutions – governmental, civil society, religious, and
community-based – that represent the front line in preventing violent extremism
in Indonesia. The project will focus on at-risk communities and vulnerable
population groups.
Position Summary:
MSI is seeking a Gender Specialist
to lead Harmoni efforts to address the gender aspects of achieving project
objectives across all components: resilience of target communities,
rehabilitation and reintegration, and overseas migrant communities. The Gender
Specialist will work with the technical team to conceive, design, support, and
oversee Harmoni’s interventions to identify gender roles and disparities
related to intolerant and extremist behaviors and organizations in Indonesia.
S/he will advise Harmoni staff, USAID, and Harmoni partners/grantees on gender
aspects of programming, and will work with the MEL team to craft analytics and
indicators to quantify gender-differentiated roles and project performance in
this area. S/he will identify and support grantees implementing activities to
address gender aspects of Harmoni’s SOW, and will deliver training and
technical assistance as needed across the project’s scope.
The Gender Specialist will report
to the Harmoni Senior Technical Advisor and will coordinate with all Component
(Intermediate Result) teams on the project.
This is a full-time, long-term position
based in the Harmoni HQ in Jakarta.
This position is open to Indonesian
nationals only.
Position Responsibilities
The Gender
Specialist’s responsibilities will include the following:

Conceive, design, implement, support, and manage
gender-related programming under Harmoni, across all project components
(Intermediate Result areas).
·
Oversee and manage Harmoni grantees (CSOs, government
entities) working on gender-related aspects of Harmoni’s SOW.
·
Support design and implementation of strategic communications
tools and interventions targeting gender aspects of Harmoni’s work, in
collaboration with the Strategic Communications Advisor.
·
Develop analytics and performance indicators to quantify the
gender-related aspects of intolerance and extremism in Indonesia, and to gauge
Harmoni efforts in addressing those aspects, and in achieving project
objectives. Work with the MEL Specialist to craft a gender-focused MEL Plan and
its execution.
- Draft gender-related sections of Harmoni Annual Work Plans and RFAs for soliciting grantee proposals.
- Draft sections of Harmoni Quarterly & Annual Progress Reports and other ad hoc reports or impact stories as requested by USAID, the Senior Technical Advisor, and Chief of Party.

Deliver trainings to project staff, partners, and USAID
personnel, as appropriate, on gender issues related to Harmoni.
·
Produce activity reports and briefing documents, as needed.
Contribute written inputs to Harmoni progress reports and ad hoc technical
documents.
·
Build strong working relationships with USAID and Harmoni partners,
grantees, and counterparts related to project implementation.
·
Supervise short-term consultants and subcontractors as
appropriate.
·
Perform other tasks as assigned by the Senior Technical
Advisor and Chief of Party.
Required Qualifications:
·
University degree
plus minimum 10 years of relevant work experience.
·
Deep
understanding of and experience with gender-related aspects of Harmoni’s SOW,
including specific experience with one or more project IRs: community
resilience, reintegration, or migrant communities.
·
Experience with programs dealing with the issues addressed by
Harmoni, and of Indonesia’s governance situation, is a plus.
·
Experience delivering trainings and facilitating workshops or FGDs
on gender issues for international development programs.
·
Excellent
communication and written skills; excellent spoken and written English
·
Expertise and
professional experience with surveys, data management and analysis, preferred.
·
Experience with project communications, including success stories
and quarterly reports.
·
Strong analytical skills, with a demonstrated ability to tackle
complex issues.
·
Strong interpersonal skills, and an ability to work as part of a
team.
·
Excellent
organizational skills and attention to detail.
·
Ability to work
on own initiative with little direction, to meet tight deadlines, and to prioritize among multiple
tasks.
·
Strong
familiarity with MS Office applications.
