REQUEST FOR EXPRESSIONS OF INTEREST (EOI)
TATTs STTA: Lead Consultant for Knowledge Retention Study
Yayasan Mercy Corps Indonesia is
currently seeking Expressions of Interest (EoI) for Short-Term
Technical Assistance for USAID-funded program Institutionalizing
Disaster Preparedness and Management Capacity of BPBDs in Indonesia
through Technical Assistance and Training Teams (TATTs). This program
aims to increase the institutional and technical capacity of subnational
disaster management agencies (BPBDs) in the eight target provinces –
Central Java, Southeast Sulawesi, Maluku, North Maluku, West Papua,
Papua, East Java and West Sumatra. During the period of October 2014 to
March 2018, TATTs program has conducted 244 training courses.
Trainings
that have been received by program beneficiaries are deemed necessary
to study the extent of effectiveness and uptake of materials utilized by
post-training participants provided by the TATTs program. This need for
assessment is deemed necessary to ensure that some key indicators of
the TATTs program are measurable and accountable to donors. The purpose
of conducting the survey is to provide a measure of the effectiveness of
the regime of training delivered to the BPBDs staff and other DRM
stakeholders by TATTs. This assessment is expected to gauge the level of
knowledge retained by the participant and how this is applied
post-training in the workplace.
Key Responsibility
Consultant
has responsibility to develop survey instrument for the FGDs and for
the interview with selected training participant, conduct the FGD and
deliver pre/post-test from previous training that participant has been
enrolled, and conduct interview to assess the effectiveness of the
various trainings that have been implemented and how the knowledge is
utilized by post training participants. Lead consultant is also
responsible for the supervision oh the Junior Consultant and reviewing
his/her deliverables.
Service delivered to TATTs will be carried out based on Scope of Work (SOW) executed under a Service Contract.
Consultant Deliverables
- Final report of Knowledge Retention Survey;
- Annex of training data (both qualitative and quantitative);
- Annex of document to show the benefit of training for the participant and their institution (both qualitative and quantitative).
Timeframe
In
consultation with the MEL team, the deliverables will be determined
with the consultant and aligned with the team’s needs and implementation
timelines. The consultancy will be between end of July and end of
August 2018 with 25 input days.

Jakarta, Central Java, East Java, West Sumatra, Southeast Sulawesi, Maluku, North Maluku, West Papua, and Papua
Qualification
- Advanced degree, preferably in PhD, in disciplines related to disaster management, monitoring evaluation, sociology and other relevant fields;
- A minimum of 10 years of working experience in research areas, preferably in Disaster Risk Management areas;
- Demonstrated experience in designing FGD/survey tools, conducting the FGD/survey, interviewing, and analysing qualitative and quantitative data;
- Have experience in doing impact evaluation of training will be an advantage;
- Willingness to travel to 8 (eight) TATTs target provinces – West Sumatra, Central Java, East Java, South-East Sulawesi, Maluku, North Maluku, Papua and West Papua.
