Background
FOLU is a coalition of organisations
joining forces to help transform the world’s food and land use systems. We
believe that governments, businesses and communities can and will build
sustainable, integrated food and land use systems when they are equipped with a
better understanding of the goals, the conviction to act quickly, and a clear
idea of what to do.
The Consultants will be contacted by
Econusa Foundation and directly supervised by the Econusa FOLU team leader. The
consultancy will take place for 3 work-months in total and divided into two
stages.. The initial work should run for no more than 15 work days, with
expected result is initial scoping analysis of Food Security, Aquaculture and
Ecotourism. The next stage is the formulation of roadmap of food security and
feasibility study for aquaculture and ecotourism. The National Consultants will
work together with local consultants (Papua based)
Duties and Responsibilities:
The consultancies will cover the
following cluster:
1. Food Security
Improved food diversity and
reduction of post-harvest losses of food security
Strengthening of food resiliency
Strengthening food related policies
and strategy to possible economic formulating investment calculation
The scope and objectives of the
consultancy are enumerated below:
Developing Term of Reference and
workplan of food security roadmap using inclusive approach
Scan the horizon for and catalogue
changes in the current status of food security policy and food movement
initiatives in West Papua
Review the status of the existing
projects related to food security in West Papua
Mapping food system stakeholders
and their roles in shaping food security in West Papua
Identifying and analysing forest
food provision current state up to district level
Recommend and specify action plan
for food system stakeholders
The key deliverables are:
Detailed action plans and roles of
food system stakeholders
Policy gaps in vertical tiers
(central, provincial and local governments) and in horizontal tiers (among
Dinas or OPD)
Mapping out stakeholders (public
and private sectors, international and national communities, NGOs, local
communities)
Economic analysis (where possible)
2. Aquaculture
Feasibility study for analysing
most suitable aquaculture model for West Papua
Developing Spatial analysis for
location and alternative commodity
Developing data and information on
consumption need and alternative income for West Papuan

consultancy are enumerated below:
Developing Term of Reference of

sustainability, social sustainability, environmental sustainability and legal
sustainability
Policy gaps in vertical tiers
(central, provincial and local governments) and in horizontal tiers (among
Dinas or OPD)
Mapping out stakeholders (public
and private sectors, international and national communities, NGOs, local
communities)

3. Ecotourism
Developing scenario on ecotourism
and its supply chain

ecotourism stakeholders
Policy gaps in vertical tiers
(central, provincial and local governments) and in horizontal tiers (among
Dinas or OPD)
Mapping out stakeholders (public
and private sectors, international and national communities, NGOs, local
communities)
Formulating investment calculation
(modelling, if possible)
Competencies
An ability to work with a variety of people including
government officials, international and national non-governmental organizations
(NGOs), local stakeholders, experts and consultants.
Strong leadership, managerial and
team-building and motivation skills, committed to knowledge sharing and
teamwork.
Demonstrated experience in working
with government
Excellent communication,
presentation, negotiation and facilitation skills.
Proven experience in facilitating
and chairing meetings, workshops and professional exchange activities.
A proven ability in budget
management.
A proven ability in developing and
consolidating financial and technical progress reports in accordance with
reporting guidelines.
Good organisational and planning
skills and a proven ability to adhere to guidelines.
Required Skills and Experience
An advanced university degree in an appropriate discipline
related to agriculture, integrated rural development, food management,
fisheries management, tourism, economic or other relevant professional fields
with minimum experience at least 10 years in consultancy. A PhD degree with
minimum experience at least 5 years in consultancy.
Additional educational certificates
related to project management and ecosystem management will be an advantage
Documented experience in project
development and management in agriculture, food security management context,
sustainable fisheries and ecotourism for at least 5 years.
Experience in monitoring and
analyzing food security issues, fisheries, ecotourism preferably in the South
East Asia region or Indonesia, with emphasis on the establishment food
security, aquaculture and ecotourism roadmap and or action plans
Familiarity and proven knowledge of
the food security and agricultural development, fisheries e and Ecotourism
situation in Indonesia and eastern Indonesia.
A thorough understanding of the
socio-economic context in Eastern Indonesia (particularly Papua)
Experience in inclusive approach
working with diverse background of stakeholders
