WHAT WE ARE LOOKING FOR:
COUNTRY HUMAN RESOURCES OFFICER (code: Country HR Officer)
JOB PURPOSE
Capabilities and competencies in maintaining the operational human
resources support and special advice to the Indonesia Operational,
Programme and/or Project and to ensure best human resources practices.
These capabilities will include the ability to support and to develop
initiatives to ensure legal and internal policy frameworks are abided by.

To develop and implement strategic and efficient operational Human
Resources processes which are fundamental to the achievement of the
objectives of Oxfam’s strategic plan in Indonesia

JOB PURPOSE: To provide operational HR support and specialist advice to
the Indonesia Program/Project and to ensure best human resource practices
are implemented for all Oxfam staff

CORE DETAILS

Reporting line : Human Resources Business Partner, Oxfam in Indonesia

KEY RESPONSIBILITIES

1. Manage the end to end recruitment process (e.g. advertising,
selection, appointment, contracting, exiting) for staff and consultants of
Oxfam in Indonesia.
2. Manage the staff database (HRMIS/ GOLD) ensuring accurate and
up-to-date recording of personnel data electronically and hard files.
3. Manage and review the process of staff compensation & benefits
(payroll, relocation allowances, medical payments, return fares, other
allowance, living expenses/per-diem, extra baggage cost, pension/gratuity)
in line with Oxfam policy.
4. Manage the administration and payment for consultant contracts and
3rd parties based on in HR policies and procedures.
5. Ensure all new staff are effectively inducted and orientated in
timely manner by providing HR induction to the newly hired staff and
refresher in annual basis if needed.
6. Ensure that all staff have access to Oxfam tools, resources and
software, such as guides to mandatory procedures, policies, procedures
manuals, PeopleSoft, and Helios
7. Communicate, implement, advice and monitor that HR processes and
regulations are followed by all staff in Oxfam office & premises.
8. Ensure all staff conduct the Annual Performance Review/Annual
Performance Objectives with line manager.
9. Prepare an accurate payroll sheet, BPJS Ketenagakerjaan and
pension scheme payment in timely manner.
10. Invest thoughtfully and deliberately in accountable ways of developing
capabilities of Oxfam’s human resources for current program and the future
11. Maintain the established systems and processes in a timely and
effective manner to manage country office critical processes (performance
appraisals, recruitment, induction and orientation).
12. Support the HRBP in maintaining and monitoring Human Resources KPIs.
13. Support the HRBP in developing staff capacity building strategy
through quality staff development processes.
14. Support the HR BP to ensure that strategic human resource management
practices are in place to ensure the alignment of staff capabilities to
meet organizational needs and fulfilment of ‘strategic propositions’

SKILL, EXPERIENCE AND KNOWLEDGE
· Bachelor degree with law or psychology or related educational
background with minimum 3 years working experiences in Human Resources,
training role and learning principles or HR administrative procedures
and/or system

· Preferably qualified in HR or personnel management or working
towards the qualification

· Good team member with experience of working in a small team and
supporting a wider program team

· Strong interpersonal awareness including excellent facilitation
skills and able to get on well with others, must have diplomacy, tact and
respect for confidentiality

· Excellent organizational abilities with ability to work to
deadlines and manage time well

· Ability to understand, interpret and apply the principles of
employment practice and law

· Keep up-to-date with internal or external activities and changes
in employment legislation that may influence delivery of the role

· Willing and able to adapt priorities in order to respond to
changing demands: able to deputize for higher-level staff

· Able to anticipate outcomes of activities and use own initiative
to keep these activities on course

· Actively promotes and is committed to delivering to high
standards, continuous improvement and a strong commitment for capacity
building

· Written and verbal communication skills (English and Indonesian)
sufficient to convincingly convey specialist information and engender
confidence from managers and staff across the organisation

· A team member with good understanding of gender and diversity
considerations within key areas of responsibility and commitment to
addressing inequalities in the workplace and the programme.

· Good Computer and system literacy

· Ensure coordinated, responsive, adequate and effective
organizational support for program, partners and other stakeholders

· Ensure accountable and compliant management oversight of
financial, physical, and human resources as this relates to the role

· Responsible for enabling adequate compliance to agreed-on Oxfam
International Confederation Standards and processes for ‘Good Stewardship’
(value for money, effective pre-qualification processes) and meeting the
standards set through Controls Self-Assessments

· Ensure effective coordination between program management and
finance on operational analysis and use of personnel information to inform
proactive decision-making

· Support the change in culture from compliance and control to joint
risk anticipation analysis and mitigation with Partners and other relevant
stakeholders

· Where possible, utilize IT capabilities (infrastructure and
staffing) that are forward-looking, innovative, agile and responsive to
programmatic and operational needs

· Ensure Oxfam in Indonesia follows Government of Indonesia laws and
regulatory, and governance requirements for International Non-Governmental
Organizations (INGOs)
