RFP title: Development of Information Technology – Integrated Criminal Justice System (SPPT-TI) Dashboard and Business Intelligence Application


Purpose of amendment: Extend the date of application submission. All other terms and conditions remain the same.

Objective: This RFP aims to select 1 (one) organization (CSO/Private entity/university) or 1 (one) consortium of CSO/private entity/university to Support SPPT TI Working Group through Indonesian Ministry of National Development Planning (Bappenas) and Coordinating Ministry of Political, Legal, and Security Affairs (Menkopolhukam) RI in developing SPPT-TI dashboard and business intelligence application to monitor the development and implementation of SPPT-TI accross different law enforcement agencies in Indonesia. Once developed, the dashboard and business intelligence application will produce information such as the timeframe of general crime case processing, performance including statistical information on numbers of cases. The dashboard will be one of the major tool for high level officials in law enforcement agencies in deciding internal policies and perhaps larger national criminal justice policies.

Geographic focus: The RFP solicits applications for interventions that will be implemented in DKI Jakarta. The Information Technology – Integrated Criminal Justice System (SPPT-TI) Dashboard and Business Intelligence Application will be implemented in The Coordinating Ministry of Political, Legal, and Security Affairs. Training will be conducted in Jakarta and some extent Jabodetabek area.

Organizations eligible to apply: Responsible, non-partisan legally-registered Indonesian civil society organization (CSOs) and private companies with experience in the field information system development as basis for company formation and with experience in development of legal document management system and managing procurements for USAID-funded programs or international donors are encouraged to apply. Individuals and government entities are not eligible to apply under this RFP.

Expected Grant type: Fixed Price/ Fixed Amount Award (FAA)

Grant Award, Anticipated Grant Size and Duration: approximately IDR 663,800,000 for one (1) grant award. Organizations must be able to show a recent history of implementing a minimum of one grant equal to a value of at least 85% of the amount they request under this RFP. Grants will be for up to three months in duration.
