Available position in KOMPAK: Local Government Capacity Building Specialist

KOMPAK Program
KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:
  1. Supporting Local Governments and Service Units to better address the needs of basic service users;
  2. Supporting the poor and vulnerable to benefit from improved village governance; and
  3. Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.

The Opportunity
The main purpose of the Local Government Capacity Building Specialist is to develop a sustainable local government capacity building strategy in utilizing SEPAKAT for regional planning and budgeting improvement. 

Key Duties
  • Develop a draft implementation strategy document for developing the local and village government capacity in planning and budgeting using SEPAKAT tools and system
  • Prepare a draft of a sustainable development strategy and SEPAKAT scale up strategies
  • Prepare draft concept of SEPAKAT utilization which involves more broader stakeholders at the local or regional level
  • Facilitating and monitoring the implementation of SEPAKAT TOT and training at national and sub-national levels
  • Provide input in the development of other modules in the SEPAKAT application, especially related to knowledge management
  • Complete other tasks in accordance with the direction of the Fiscal Transfer and PFM Lead

Key Requirements
  • Master’s degree in Business Administration, Social Sciences or related subjects with minimum experiences of 10 years
  • Experience in conducting training needs analysis and providing training especially for national and local government
  • Has enough knowledge and experiences on planning and budgeting process in Indonesia in accordance with applicable laws and regulations (Law 23/2014, Law 6/2014, Permendagri 86/2016, Permendagri 114/2014*)
  • Experience working on community development projects involving government and development partners
  • Able to analyze and present complex information; strong presentation, communications and writing skills in both English and Bahasa Indonesia
  • Proven record of strong performance working in teams (teamwork) as well as working independently to deliver quality work
  • Fluency in Bahasa and English languages
  • Understanding of gender equality and social inclusion issues
