Available position in KOMPAK: Pro Poor Planning Policy Specialist

KOMPAK Program
KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:
  1. Supporting Local Governments and Service Units to better address the needs of basic service users;
  2. Supporting the poor and vulnerable to benefit from improved village governance; and
  3. Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.

The Opportunity
The main purpose of the Pro Poor Planning Policy Specialist is to provide technical advice on poverty for development of SEPAKAT application which also include the SEPAKAT integration process to e-planning SIPD.

Key Duties
  • Make adjustments to the tree analysis in the planning module so that it can accommodate several aspects, namely sustainable livelihood development for the poor, protection and social assistance, inter-sectoral linkages and dimensions of poverty reduction
  • Preparing the concept and design of SEPAKAT interoperability with other applications at the national level such as with SIPD e-planning and KRISNA
  • Technical assistance to KOMPAK and Bappenas in technical discussions with related ministries to implement SEPAKAT interoperability with other applications
  • Facilitate discussions with World Bank teams to ensure all input for SEPAKAT development accommodated into application
  • Collaboration with other specialists in developing the concept and module design of monitoring and evaluation in the SEPAKAT application
  • Providing technical assistance related to the use of SEPAKAT in subnational according to the direction of the FT and PFM Lead and the needs of the sub-national team
  • Complete other tasks as directed by the Fiscal Transfer and PFM Lead

Key Requirements
  • Having a Bachelor’s degree in engineering or planning/planology or social or economics
  • Having at least 15 years of experience working with the government or development partners in the area of poverty reduction
  • Having experience and understanding in developing information technology systems and applications in government, both national and sub national
  • Has enough knowledge and experiences on planning and budgeting process in Indonesia in accordance with applicable laws and regulations (Law 23/2014, Law 6/2014, Permendagri 86/2016, Permendagri 114/2014)
  • Has experience with community capacity building projects involving the government and development partners
  • Has the ability to analyze and explain complicated information; have presentation, communication and writing skills in Indonesian and English
  • Has the ability to work in teams while being able to work independently to produce quality work
  • Fluency in Bahasa and English languages
  • Understanding of gender equality and social inclusion issues
