Available position in KOMPAK: Local Government Budgeting Specialist

KOMPAK Program
KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:
  1. Supporting Local Governments and Service Units to better address the needs of basic service users;
  2. Supporting the poor and vulnerable to benefit from improved village governance; and
  3. Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.

The Opportunity
The main purpose of the Local Government Budgeting Specialist is to develop the SEPAKAT budgeting module according to the needs of the local government.

Key Duties
  • Refining the budgeting module to incorporated local government needs and current regulations;
  • Developing dan piloting the concept of SEPAKAT institutional management at the local government level
  • Developing interoperability concept of SEPAKAT output into other systems in local government such as e-budgeting and e-planning etc.
  • Facilitating the implementation of SEPAKAT TOT and training at national and sub-national levels;
  • Complete other tasks in accordance with the direction of the Fiscal and PFM Transfer Leaders

Key Requirements
  • Degree in finance, mathematics, social studies with 10-year experiences in finance or budget. Master’s degree is seen as an advantage
  • Extensive knowledge of local planning and budgeting and poverty reduction programs and operations
  • Experience in multi-stakeholders relations and networking
  • Well experience in developing modules and conduct training in poverty tools such as P3BM, SEPAKAT etc.
  • Experience working with GoI and local government
  • Able to analyze and present complex information; strong presentation, communications and writing skills in both English and Bahasa Indonesia
  • Proven record of strong performance working in teams (teamwork) as well as working independently to deliver quality work
  • Fluency in Bahasa and English languages
  • Understanding of gender equality and social inclusion issues
