GGGI Indonesia: Senior Officer - Renewable Energy

The Senior Officer will play a crucial role in supporting GGGI's Indonesia country program and its partners in assessing renewable energy policy and financing options, as well as supporting the design of a policy and regulatory framework to accelerate the contribution of renewable energy toward Indonesia’s energy mix and a higher NDC (Nationally Determined Contributions) ambition.

The Senior Officer will lead the project “Renewable Energy – Accelerated Transition in Indonesia” (RE-ACT) with a focus on renewable energy policies. Reporting to the Energy Lead of GGGI Indonesia, the Senior Officer will lead key activities of the REACT project, providing analysis and insights to support the Government of Indonesia in renewable energy planning and policy development. The Senior Officer will oversee project outputs related to renewable energy policies, regulations, capacity development, and financing instruments, working closely with stakeholders.

The scope of work emphasizes engagement with the Government of Indonesia, PT Perusahaan Listrik Negara (PLN), independent power producers, private and public-sector finance institutions, universities and think tanks. The Senior Officer will work as part of GGGI's country program, in collaboration with the Ministry of National Development Planning (Bappenas) and the Ministry of Energy and Mineral Resources (ESDM), as well as provincial governments.

PURPOSE
  • Lead the implementation of the project “Renewable Energy – Accelerated Transition in Indonesia” (RE-ACT).
  • Apply technical knowledge to deliver a portfolio of analytical services focused on a coherent evidence-based policy and regulatory reform process to accelerate investments in renewable energy, rural and off-grid electrification, competitive funding options, and alignment of provincial energy plans with national targets.
  • Strengthen institutional and human capacity and knowledge to enable renewable energy and for improved alignment between key GoI stakeholders and with the private sector.
  • Ensure optimal progress and delivery of RE-ACT outputs. Deliver immediate outputs while focusing on longer term outcomes that capture the essence and needs of the country within the energy sector.
  • Keep abreast of developments in renewable energy policies and regulations in Indonesia, renewable energy financing and carbon trading to ensure continued relevance of GGGI outputs in the energy sector.
  • Maintain close communication with the GGGI country team and the technical divisions at GGGI on relevant topics to ensure their participation in project delivery for quality outputs.
  • Advise the GGGI country team on renewable energy outputs of the country program.
  • Responsible for timely reporting and communications on all matters relating to the RE-ACT project.
 ENGAGEMENT
  • Facilitate in-depth and effective stakeholder dialogues internally and externally to support both GGGI and Government of Indonesia.
  • Work closely with government partners, including PLN, to implement the RE-ACT project, recognizing the importance of government buy-in and ownership in the implementation of all activities under the project which is implemented in partnership with the Government of Indonesia.
  • Develop strong relationships with key government institutions, the private sector, relevant academic institutions and/or think tanks as key stakeholders.
  • Lead consultations on multi-disciplinary issues relevant to project implementation, such as community consultations, participatory approaches and planning for renewables, rural electrification.
  • Secure support from a diverse range of stakeholders to ensure local ownership of projects results.
DELIVERY
  • Independently organizes activities for output delivery, manages a small technical team (consisting of GGGI staff members and consultants), and meets tight deadlines.
  • Provides analysis and technical input into the review, development and qualitative and quantitative assessment of energy policies and strategic planning documents that form a coherent policy and regulatory framework for accelerated RE investment.
  • Supports the review of existing legislative and institutional frameworks including identification of gaps, necessary changes or additional legislation needed to implement the revised or new energy plans, policies, and financing instruments.
  • Prepares briefing notes and analytical input to support GGGI's energy sector work in Indonesia
  • Effective and efficient management and ability to adapt project cycles in anticipation of multiple challenges and bottlenecks in service delivery.
  • Monitors the planning of resources and timeframes relevant to the RE-ACT project and ensures timely delivery of outputs to the Government of Indonesia.
  • Organizes relevant training workshops and focal group discussions with stakeholders and document best practices and experiences to share within GGGI and with partners.

 

REQUIREMENT
QUALIFICATIONS

The successful applicant must demonstrate outstanding professional competence and hold exemplary and relevant academic credentials. The position requires extensive experience in Indonesia’s renewable energy sector. Excellent knowledge of Indonesian policy and governance in the energy sector, financing instruments that stimulate investments in renewable energy, and multi-stakeholder collaboration is needed.

Specifically, the application should provide convincing evidence of the following:

  • Advanced university degree (Masters or PhD) in an energy-related field or equivalent.
  • Preferably 7 years of professional experience in renewable energy and energy efficiency s related to policy design, planning, techno-economic analysis or engineering with managerial and budget responsibilities.
  • Experience in leading policy development and strategic planning, evidence-based decision-making, research, analysis and project design for the energy sector.
  • Familiarity and recent experience in energy sector analysis, planning, policy development, and financing with a particular focus on renewable energy is a requirement.
  • At least five years of project management experience and familiarity with bilateral and multilateral organizations. Proficiency in written and spoken English.
FUNCTIONAL
  • Leadership, team-work and creative problem-solving abilities are essential.
  • Outstanding stakeholder engagement, client relationship and consensus building skills, including experience in day-to-day engagement with Government ministries and agencies.
  • Experience in engaging with other stakeholders (private sector, NGOs, development partners, etc.)
  • Excellent communication skills, ability to communicate complex economic and development issues in a clear and simple way to a diverse audience.
  • Ability to work independently and manage a complex project while following agreed project scope of work and project terms of reference.
  • Experience in applying participatory, consensus-based approaches and gender, environmental and social inclusion safeguards will be a strong asset.
  • Ability to provide necessary technical and content-based support, anticipating issues and planning ahead.
