GGGI Indonesia: Technical Expert for BPDLH PSAA Pre-Assessment

GGGI requires the services of a qualified expert to be a “Technical Expert for BPDLH PSAA Pre-Assessment” (hereafter referred to as “the Consultant”) for the National Designated Authority (NDA) of the Green Climate Fund (GCF) in Indonesia.

The consultant will be responsible for the following tasks and duties:

• Conduct critical assessment of the result of the previous BPDLH gap assessment, in which the Consultant should record any changes or progress that has been made by the institution in regards of the recommendations made in the previous gap assessment;
• Coordinate and consult with BPDLH on the result of the Consultant’s assessment;
• In collaboration with the NDA, BPDLH and the project owners, complete the PSAA questionnaire[1]. This should include supporting the review and respond to the feedback from the GCF on the submitted questionnaire (maximum of two rounds of review);
• Based on the assessment and questionnaire, develop a clear workplan for the BPDLH to successfully obtain GCF accreditation through the PSAA modality;
• Develop and maintain active coordination with GGGI and the NDA.

The Consultant will report to the GGGI Readiness Project Manager.

PROJECT BACKGROUND

Based in Seoul, Republic of Korea, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies and projects that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans. GGGI supports the Government of Indonesia in three focal areas: renewable energy, green cities and special economic zones, and forest and land-based mitigation and adaptation projects. The Program, known as the 'GoI-GGGI Green Growth Program' (GGP), aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, PT Sarana Multi Infrastruktur (“PT SMI”) and others.

GGGI and the Fiscal Policy Agency (FPA) implement the third Green Climate Fund (GCF) Readiness and Preparatory Support project (“the Readiness Project”) in Indonesia. The FPA is the National Designated Authority (NDA) of the GCF in Indonesia, i.e., the agency through which Indonesia and the GCF interact and communicate. In September 2022, the FPA started a multiyear Readiness Project “Enhancing Indonesia's Access to International Climate Finance and Private Sector Investments for Climate Actions” (Readiness III) to support the NDA in enhancing national actors’ institutional capacities to build a pipeline of climate change projects and to increase country ownership. The NDA has selected GGGI as the Delivery Partner to implement this project. 

Overall, the project aims to mobilize international climate finance and private sector investment to close the financing gap across the priority sectors identified by the Government of Indonesia. It consists of a range of activities with the objective of achieving five Readiness outcomes:

1. Direct access applicants and DAEs have established the capacity to meet and maintain the GCF accreditation standards, and accredited DAEs have the capacity to develop a pipeline of projects and effectively implement GCF-funded activities;  
2. Relevant country stakeholders have established adequate capacity, systems and networks to support the planning, programming and implementation of GCF-funded activities; 
3. Indonesia has developed or enhanced strategic frameworks to address policy gaps, improve sectoral expertise, and enhance enabling environments for GCF programming in low emission investment; 
4. Strategies for transforming and attracting private sector investment for low emissions and resilience developed and being used; and 
5. An increase in the number of quality project concept notes developed and submitted.

 

OBJECTIVES OF THE ASSIGNMENT

In efforts to encourage direct access to climate finance from developing countries, the Green Climate Fund (GCF) has provided an innovation in terms of accreditation approach. The Project-specific Assessment Approach (PSAA) Pilot is a capacity assessment of an entity to meet GCF accreditation standards to implement one climate project or programme. The proposed project or programme must align with developing countries’ priorities and GCF’s strategic objectives.  PSAA pilot framework is planned for three years, April 2023 – March 2026, in which the GCF will review up to ten proposals per year. PSAA modality aims to reduce transaction costs for the implementation of one innovative climate project and support the development of compelling track record for the entity’s future institutional accreditation.

Badan Pengelola Dana Lingkungan Hidup (BPDLH) was established in 2019 to become the hub for environmental funds in Indonesia, including in channeling funding for climate change mitigation and adaptation activities from international donors and multilateral financing mechanisms such as the GCF. In 2021, the NDA GCF of Indonesia has conducted a gap assessment for the BPDLH regarding GCF accreditation requirements, which was built on findings of previous assessments from LTS International and PWC. The final report of the assessment includes action plans as a roadmap for BPDLH‘s journey to GCF accreditation readiness, which has been shared with Director General of Treasury, Ministry of Finance, as the advisor of BPDLH.

Based on the assessment and considering the availability of the new PSAA modality, the NDA GCF of Indonesia intends to conduct a follow-up assessment to evaluate the potential of accessing the PSAA modality for the BPDLH. A landscape project has been identified as a potential project that could be pursued by the BPDLH through the PSAA modality. This preliminary assessment will build upon the findings of the previous gap assessment, document any progress or changes in institutional standards and policies, and assess the BPDLH's readiness to proceed with the PSAA. The outcome of this preliminary assessment aims to be a completed questionnaire form, which will be submitted to the GCF through the PSAA mechanism.

 

DELIVERABLES AND PAYMENT SCHEDULE

The consultant is responsible for delivering the following deliverables:

Notes:

• The Consultant is to provide his/her own equipment to produce all deliverables.
• The Consultant shall submit the report in electronic versions readable by a Microsoft Office application.
• All outputs must be in English.
• Final deliverable must be approved by BPDLH and GGGI. The Consultant shall consider the comments and necessary revisions proposed to provide a final version of the deliverable in a timely manner

 

EXPERTISE INFORMATION

He or she must have the following qualifications:

• At least bachelor’s degree (Master’s is an advantage) in public management, development studies, environmental management, organizational management, or other relevant subjects;
• A minimum of 6 years of experience in developing and conducting institutional or governance analysis, working experience with Government of Indonesia is an advantage;
• Strong understanding of GCF mechanism, accreditation requirement, and PSAA approach is highly desirable;
• Demonstrated previous experience in assignments related to assessing institutional or stakeholders’ capacity, existing network with BPDLH is highly desirable;
• Familiarity with structure and requirements of good climate projects, especially with programmatic approach, is an advantage;
• Ability to communicate clearly and effectively, both in writing and speaking, in English and Bahasa Indonesia, previous writing samples might be requested;
• Demonstrated strong interpersonal and motivational skills, with sensitivity to the local environment as well as the ability to work with minimal supervision.

 

ADMINISTRATIVE INFORMATION

In order to be considered for the position, the candidate must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.

Interviews and a writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address selection criteria factors listed below:

1. Professional Competency (10 points): At least bachelor’s degree (Master’s is an advantage) in public management, development studies, environmental management, organizational management, or other relevant subjects;
2. Experience (40 points): A minimum of 6 years of experience in developing and conducting institutional or governance analysis, working experience with Government of Indonesia is an advantage; demonstrated previous experience in assignments related to assessing institutional or stakeholders’ capacity, existing network with BPDLH is highly desirable;
3. Communication (10 points): Ability to communicate clearly and effectively, both in writing and speaking, in English and Bahasa Indonesia, previous writing samples might be requested; demonstrated strong interpersonal and motivational skills, with sensitivity to the local environment as well as the ability to work with minimal supervision.
4. Technical Knowledge (40 points): Strong understanding of GCF mechanism, accreditation requirement, and PSAA approach is highly desirable; familiarity with structure and requirements of good climate projects, especially with programmatic approach, is an advantage
