Save the Children - Invitation for Consultancy Biding Process - Mid-term Evaluation project

Save The Children started its humanitarian assistance in Maluku since 2002 after civic unrest occurred in the area with estimation of 5000 people killed and over 250,000 displaced. While the inter-communal violence has now abated, and there are positive signs of communities rebuilding, there remains tension between these communities and a potential for resurgence of violence. The project initially implemented to respond children's needs in emergencies through provision of direct
assistance to beneficiaries. Currently, with funding from SCNZ - NZAID, Save the Children has shifted its programming to a more development approach by working with local partners in education and child protection.

Funded by NZAID and supported by Save the Children New Zealand, the project started officially in March 2010 and will be ended in February 2012. The project is implementing in 75 schools in 3 districts, and reached around 13.000 students. After a year, there is a need to conduct mid-term evaluation of its performance to ensure implementation and enhancing quality for better supports in the future.

Project Overview:
This project will address capacity and information needs of eligible governments in the Asia region in accessing climate change adaptation funds and accelerating investments in initiatives that increase resilience to the negative impacts of climate change. The impetus for this program stems from the critical importance of addressing the impacts of global climate change (GCC), and in particular the capacity and financing needs of the regional governments.
USAID’s Regional Development Mission for Asia (RDMA) is based in Bangkok, Thailand and supports regional activities that address regional-level development and environment priorities, and provides value-added support to USAID bilateral missions. RDMA’s geographic scope encompasses Southeast Asia, East Asia, South Asia, and the Pacific. One key advantage of RDMA’s regional mandate is the use of regional programming to amplify development impact at regional, national, and sub-national levels. Working across Asia, RDMA is uniquely positioned to address transnational/regional issues and seize opportunities for catalytic change across multiple countries, often while complementing and furthering the objectives of bilateral USG-funded programs.

TERMS OF REFERENCE / STATEMENT OF SCOPE OF WORK

1. BACKGROUND

An Accountable Grant Arrangement, dated on 22 June 2009, was signed betweenthe British Council and the Department of International Development (DFID) regarding DFID Support to the Government of Indonesia in Climate Change Programming, where the British Council was agreed as the Grant Manager of the project.

The Beneficiaries of the grant include National Development Planning Agency (Bappenas), the Government Investment Unit (PIP) of the Ministry of Finance, and the National Council on Climate Change – Indonesia (DNPI). The British Council’s role as the Grant Manager in this project is to manage technical and procurement input for the implementation of Climate Change Programming conducted by the above mentioned beneficiaries.

Regarding the grant and project duration, initially, the DFID has been prepared to make a grant not exceeding £850,000 (Eight Hundred and Fifty Thousands Pound Sterling). Following discussion and agreement by both DFID and the British Council and due to increasing demand for support regarding the project, the end date of the agreement has been extended to 31 December 2010 and the initial amount of grant has also been replaced by the figures and words “1,507,000 GBP (One Million and Five Hundred Seven Thousand Pound Sterling). As per recent amendment of the agreement, the grant is for financing activities of Climate Change Programming of 3 (three) beneficiaries and is aimed at financing other DFID-supported activities and events as necessary.
